2025-05-28 Special MeetingKODIAK ISLAND BOROUGH Solid Waste Advisory Board Special Meeting May 28, 2025 A Regular Meeting of the Solid Waste Advisory Board was held on May 28, 2025, in the Kodiak Fisheries Research Center. CALL TO ORDER Chair Andie Wall called the meeting to order at 5:34PM. ROLL CALL Staff Brian Price conducted a roll call. Board members present were Chair Andie Wall, Vice -Chair Larry Van Daele, Doug Hogen, and Judy Philips. Members Leanna Harrington and Dennis Irwin were absent. A quorum was established. Others present were Kodiak Island Borough Mayor (KIB) Scott Arndt, KIB Engineering & Facilities Director David Conrad, KIB Environmental Specialist Jena Hassinger, & Kodiak High School Representative Maggie Hubert. APPROVAL OF AGENDA VAN DAELE MOVED to approve the agenda. PHILIPS seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF PREVIOUS MINUTES VAN DAELE MOVED to approve the previous minutes of the May 14th regular meeting as amended to correct a redundancy. HOGEN seconded. VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT Engineering & Facilities staff briefly explained to the board a change in the coding of an expense and the reasons that lead to it being reclassified. Discussion ensued. The board ultimately had no contentions with the change to the expense classification being changed. Kodiak Island Borough Solid Waste Advisory Board Regular Meeting May 28, 2025 Minutes DISCUSSION ITEMS/ACTION ITEMS KIB Landfill Rates and Fee Schedule Discussion Jena Hassinger began discussion of the landfill fee schedule. Processes, logistics, and capabilities of disposal at the landfill were explored. The rates of the landfill had not been increased in years. Refrigerators, microwaves, and asbestos were first discussed. Chair Andie Wall voiced concerns for price increases being cost -prohibitive for residents. KIB Mayor Scott Arndt added that incremental increases spread out across fiscal years may be more palatable to the public. Lithium batteries were discussed next. Larry Van Daele pointed out his concern with the pricing for disposing small and large lithium batteries. The concern was that disposing of smaller batteries was cost prohibitive since many people may not want to pay for disposing a handful of small batteries. Larry Van Daele suggested perhaps looking at amperage to classify 'small' and 'large' for commercial batteries while removing the costs for residential battery disposal. The board discussed further the implications of lithium battery disposal on the island and considerations to help navigate its challenges. Fees for mixed -load disposal were shared. Jena Hassinger informed the board of issues with contractors sending mixed loads to the landfill and how it negatively impacts operations by taking time for staff to sort through. Contractors are told they are not to mix metals and wood but is not always enough to deter it from happening. Jena Hassinger proposed a change where each mixed load received would impose a $1000 dollar, up from $750, and would be charged for each instance someone brings a mixed load. Motor homes were also mentioned for an increase in disposal cost from $50 per foot to $100 per foot. The final change discussed was for weighted garbage pickup. Jena Hassinger overviewed previous years of operating costs at the landfill. The current tonnage rate disposed per year at the $400 per ton cost was estimated to not meet the operating cost. Jena Hassinger shared her calculations from working with the KIB Finance department for what the increase would need to be to meet operating costs, estimating an increase of 20%. Mayor Scott Arndt felt that this would be too great of an increase and proposed instead doing the increase in yearly increments. KIB Engineering & Facilities Director David Conrad shared examples of projects over the years involved with work at the landfill and how all the work performed has been responsible and approved by the assembly. Even with all the costs of the projects on top of cost to operate, the rates have still never been increased. Overall, the board felt that this reflected a need for the rate to increase but was perceived as more palatable to do in increments. Radio Ad Discussions Judy Philips began discussion of the radio ads. She had recently produced a radio ad with Kodiak High School Representative Maggie Hubert and others from Kodiak High School through KVOK. Maggie Hubert shared her thoughts on the experience and said it was fun but difficult to find other kids to participate in it. Maggie Hubert suggested that recruiting for another radio ad may get more participants if done at the beginning of the school year such as August or September. VAN DAELE MOVED to approve the cost of $380 for radio ads to cover the $5 exceeding the previous authorization for $375. PHILIPS seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY BOARD MEMBERS' COMMENTS Larry Van Daele - Thanks the Engineering & Facilities Department for their work and presentation of the landfill rates and operating costs. Doug Hogen - Expressed concerns on dumpster site issues regarding the cardboard recycling slots needing to be wider. Judy Philips - Thanks Engineering & Facilities Staff for all the insight in the rate discussion. NEXT MEETING SCHEDULE The next meeting was to be determined for some time around mid-July.
