WOMENS BAY SERVICE BOARD REGULAR MEETING MINUTES Date: Tuesday, September 2, 2025 Call to Order: 5:30 Commissioners Present: Jason Chandler, Billy Ecret-vice chair, Greg Egle-Chair, Dave Heuman-Secretary, Jon Melin and Bill Roberts. Dave Conrad, Fire Chief. One vacant position Commissioner Excused: Billy Ecret Also in Attendance: Jascha Zbitnof, Brechan. No one else in attendance. Approval of agenda by unanimous vote. Approval of minutes by unanimous vote for: 1. Regular Meeting of August 5, 2025. Citizen's Comments: Conrad announced Kodiak Planning and Environmental Linkage study kick off meeting on Tuesday, September 9. KIB and AKDOT, replacing 2 bridges and flooding investigation. Contractor Comments: 1. Tree removal on S Russ Ck less than 6k 2. Brechan has 5 more years on extraction contract at Pit 2 3. Minimum 2 hrs on callouts/work orders 4. Brush pile at Sgt Ck dumpsters is out of control Chairman's Report: 1. August Work a) Grading 2. Work orders a) Brushing; Mid Bay Dr continues, Preston Ln b) Pothole fill, BF Rd, with RAP c) Grading, Far Noch, Wms Bay, Gara 3. Budget updates; minimal spending and invoices to date. 4. Communications; none Old Business: 1. Fire Dept a) Brush Truck; Ferry trip to Soldotna for service completed. 2. Road Service, New Business: 1. Fire Dept; a) Apartment Lease due for Annual renewal, being drafted by Meagan Christiansen/KIB b) Sewer repairs in progress, Porta-Potty on site for interim. c) Tender pump test failed d) Garage door openers are failing to operate reliably. 2. Road Service a) Projects for fall; clean ditches and replace/clean culverts i) Drive around Thursday Sept 4 for assessment and planning. i��4 ��� Board Member Comments; JM; What loan terms would apply for paving?
