Mr. Allen,
Thank you for engaging NWFF Environmental to support the Kodiak Island Borough (KIB) in advancing toward
closure of Spill ID 20249906202. NWFF is pleased to assist KIB in preparing a comprehensive gap analysis and
developing a site investigation workplan. This effort will be executed in strict accordance with the Alaska
Department of Environmental Conservation (ADEC) regulations under 18 AAC 75 and all applicable federal
regulatory standards, ensuring that work products align with both site-specific closure requirements and nationally
recognized best practices.
Scope:
NWFF will supply a Qualified Environmental Professional (18 AAC 75.333) to conduct a detailed review of existing
site documentation and evaluate current data against regulatory closure requirements. The QEP will identify gaps
that must be addressed to achieve compliance and develop a site investigation work plan that provides a defensible
and practical approach to data collection in coordination with KIB.
The work plan will include:
• Site Standards and Regulatory Compliance — Explicit references to applicable ADEC and federal cleanup
criteria, including numeric cleanup levels and data quality objectives, ensuring work is defensible and
regulatory -accepted
• Field Sampling Design — Clear definition of sampling locations, depths, matrices, and methods, tailored to
address identified data gaps.
• Data and Measurement Quality Objectives — Specification of laboratory analytical methods and QA/QC
protocols consistent with ADEC-approved guidance and US. EPA standards.
• Contaminants of Concern (COCs) — Identification of COCs associated with the spill, and alignment of site-
specific cleanup levels with ADEC regulatory framework.
• Risk -Based Alternatives — If applicable, justification for less -stringent cleanup levels, accompanied by
supplemental data collection requirements to meet ADEC's regulatory standards.
A draft of the work plan will be provided to KIB for review and comment. Following KIB's review, NWFF will lead
discussions with ADEC and submit the work plan for their formal review and approval. NWFF will respond to agency
comments and finalize the work plan to ensure regulatory acceptance.
Upon receipt of ADEC's written approval, NWFF will, at KIB's discretion, prepare a separate cost proposal for
implementation of the approved workplan. As field work is expected to exceed $50,000, NWFF anticipates that a
competitive bid process may be required. The work plan will be structured to ensure a competitive and fair bid and
will be designed so that the selected firm may finalize implementation details (e.g., field staff, laboratory, and waste
management facility) through redline adjustments, for rapid implementation in the field.

Estimated Effort and Cost:
NWFF anticipates this effort will require up to 60 hours of professional services (NTE). NWFF proposes to provide
these services for the firm -fixed price of $11,000 (eleven -thousand dollars). If extensive ADEC comments
require substantial revision to the workplan, then NWFF will provide KIB with an estimate of additional
services before proceeding.
Limitations and Exclusions
• KIB will make available to NWFF records pertinent to this spill, including but not limited to contractor
dailies regarding the excavation and installation/decommissioning of the collection well and regulatory
correspondence to date
• KIB will provide NWFF with as -built drawings depicting the site, including the KIB LTCF storm drain system
• The period of performance extends through October 31St, 2025
• Invoice payments will be due on receipt. For work in progress, NWFF reserves the right to issue invoices
for work completed to date
• NWFF limits the scope of activities and deliverables to those explicitly defined in this proposal. Additional
scope can be developed as a modification to this contract
• If work exceeds 60 hours additional work will be billed at $189/hour
