SUBJECT: North Star School Facility Discussion

RECOMMENDATION:
DISCUSSION:
Kodiak Island Borough will be taking possession of the North Star Elementary School facility
and has the opportunity to partner with various local organizations to ensure continued use of
the facility. There are several interested parties.
• City of Kodiak Parks and Recreation Department has requested use of the gym and
attached restroom facilities so that the "Little Dribblers" program can continue this
year.
• Sun'aq Tribe is requesting more information on a lease rate for one of the wings of the
school and the library space to move their child care program from St. Mary's.
• YMCA of Alaska is interested in office space for the director of their new afterschool
program for Kodiak.
In order to determine if these are viable uses of the facility, KIB needs to review the costs
associated with the building and establish a lease rate for the space.

Subject: Consideration of Cost -Sharing Agreement for Utility and Operational Expenses at
North Star Elementary
The purpose of this memorandum is to inform the Board of Education of active discussions
between the Kodiak Island Borough School District, the City of Kodiak, and the Kodiak Island
Borough to collaboratively support the continued operation and public use of North Star
Elementary School. District leadership has worked to identify key areas of operational cost that
should be considered in conjunction with any cost -sharing agreement.

A joint committee of representatives from the District, and the Borough Assembly, has be�
asked to consider a three-way cost -sharing structure for expenses, estimating an annual
total of $90,000 for basic utilities. Under this model eTWould contribute $30,000 in
Fiscal Year 2026. OF,
HowIveutilities alone do not reflect I full cost of maintaining safe, functional access to the
facility. The District has developed the following preliminary operating cost estimates to ensure
decision -makers have a comprehensi e view of the financial requirements associated with
keeping the building open for comm ity use. These costs are not ainclusive, as more may

Manager's Department
Chiniak Water System
Attended a meeting today with Superintendent Mica and members of the advisory board
for the Chiniak School. As Assembly Member Smiley brought up in his comments last
week, there is concern about the classification of the water system. Once a water
system is regularly serving 25 or more persons, it should be reclassified into a public
water system. A public water system is required to have water plant that would require
operators. At least one operator would have to be a Class I State of Alaska certified
plant operator. The school district has had to deny waivers for students who live
outside of Chiniak that would allow them to get bused to Chiniak in order to keep the
number of the persons on the system below 25.
Providence Alaska CEO
Met with the interim chief executive, John Hill, of Providence Alaska on Monday to learn
about his vision of healthcare in Kodiak and share information on our process to
upgrade Providence Kodiak Island Medical Center.
Comprehensive Economic Development Strategy
Attended the on -road system CEDS meeting that is authored by Kodiak Area Native
Association. This document is instrumental in assisting our non -profits find grant
funding. It is fully updated every five years and edited to reflect minor changes each
year.
YMCA
Determining if the empty cottage across from the high school parking lot would work as
office space for the YMCA led afterschool program.
North Star Elementary
Work is still being completed to determine the reason for irregularities in the fire alarm
system in the building. Our E&F Director is working with KIBSD to resolve the issue.

PLAN 2045 — Transportation and Community Facilities Surveys
The online surveys for transportation and community facilities closes on Friday, August
29, 2025. On September 2, 2025, a trails survey related to the parks and recreation
element of the comprehensive plan will open. The survey can be accessed through the

Multi -Jurisdiction Multi -Hazard Mitigation Plan Update
The plan update document was approved by FEMA on August 15, 2025. The City of
Kodiak and the City of Ouzinkie recently adopted the Hazard Mitigation Plan. The plan
is now in effect for the Borough, the City of Larsen Bay, the City of Port Lions, the City
of Kodiak, and the City of Ouzinkie. The remaining cities in the borough can still
approve a resolution within one year of the plan approval. Approved resolutions should
be submitted to the Alaska Division of Homeland Security and Emergency Management
before transmittal to FEMA. Community Development staff is working with the other
cities to assist them in the approval process.

2025 Property Taxes
The next payment deadline for those wishing to make full payments, or paid their first
half payment after August 15tn, is Wednesday, October 151n
Property Assessment and Taxation Implementation Project
Staff is training this week with Tyler and testing calculations, entry screens, reports, and
forms. Go -live date is currently planned for September 2025.
Assessing
Senior Citizen (SC) / Disabled Veteran (DV) Exemptions
• Outstanding applications: 18 (16 SC and 2 DV) remain undetermined.
• SC/DV Village trips with KANA for application filings have been scheduled for the
week of Nov. 17tn, with backup dates for the week of Dec. 1 st
• In -town SC/DV application help will be during KANA coffee hour two Dec. 3rd and
Dec. 10tn
• Working with Amy Durand at the Senior Center to set up a Senior Day for in town
Seniors and Disabled Veterans
Exemption Appeals
• The Alutiiq Museum filed with Superior Court on 8/18/2025. Executive session is
scheduled for September 4.
Field Work
• Assessing is working in all villages and remote areas.
• Akhiok, Karluk, Old Harbor and Larsen Bay, Ugak, as well as 40% of remote "fly
to only" areas have been completed
• Assessing has completed one day in Port Lions and is scheduled for September
15tn and September 17tn to go back and finish.

Tyler Conversion
• Staff continues to familiarize themselves with the software and meet with Tyler
Tuesday -Friday for questions

Information Technology
This week, the IT Department is continuing to support the PACS migration, the Landfill
network and hardware upgrade, and updating our Laserfiche systems.
Network and Connectivity
IT is working with Engineering on upgrading the landfill network.
Hardware and Infrastructure
IT is configuring a new server for the Landfill, which will complement their networking
upgrade.
Systems Administration
IT has updated our Laserfiche servers to version 12 including the forms server for the
Clerks.
GIS
GIS is continuing work on maps for Community Development for their upcoming
Comprehensive Plan, and preparing for the PACS migration.
Engineering and Facilities
Staff Updates
A new temporary laborer was hired and began work this week.
Fuel Spill Assistance
Comprehensive gap analysis and site investigation work plan to advance towards the
closure of the spill at the long-term care center is under contract with NWFF. E&F will
also be removing the monitoring wells associated with the PKIMC fuel spill.
Regional Solid Waste Management Plan Update Survey
The survey will be closing on August 30th! Participants have the opportunity to enter
their contact information to be entered into a drawing for $100 of produce from the
Kodiak Harvest Food Cooperative. A flyer for the survey is attached to the Manager's
Report.
Chiniak School Painting
Highmark Marine is preparing the school exterior to receive paint; pressure washing and
scraping away the old flaking paint. There will be a preparation work inspection on
Tuesday next week. They anticipate applying primer in the next week or so (weather
permitting).
Fall Commercial Hazardous Waste Disposal Event
The fall commercial hazardous waste disposal event is an opportunity for commercial
businesses or governmental entities to safely and responsibly dispose of their

hazardous waste materials. This year's fall event is scheduled for October 1 st and 211d
and will be conducted by appointment only. Attached is the flyer that the EF Staff has
begun distributing to advertise the event.
Multi -Facility Elevator Modernization
E&F staff are working closely with the contractor to expedite the shipment of materials
and are collaborating with all relevant stakeholders to reprioritize the modernization
timeline. Both elevator systems have an estimated ship date mid -October and is
estimated to take a minimum of three weeks to arrive in Kodiak. So, we are anticipating
parts to begin arriving mid -November.
KFRC
• Industrial Pump Alaska order is moving forward. The delivery schedule was
updated to include a contractor site visit to the manufacturing facility to conduct
the QA/QC of the pump test prior to shipment. The new shipment date is
December 18th.
• KFRC Ozonator (Decontamination) project has been reviewed and is ready to be
advertised for bid. Discussions with the State of Alaska are occurring regarding
the current requirements, and we will be requesting an extension in September
for the 2026 construction season.
No movement on these GSA items:
Staff continues to wait for a request for additional electrical circuits have
been priced for GSA consideration to accommodate additional chillers for
NOAA. Project to be funded on the next fiscal year's budget. This project
will be postponed due to the lack of funding. The bidder has been notified.
Landfill
• Regional Solid Waste Management Plan Update:
Waste Characterizations in the Old Harbor, Port Lions, and Kodiak have
concluded, Jacobs team is now compiling the data collected.
Surveys Close August 30
A workshop with internal stakeholders is scheduled for September 9th.
The workshop goals are to review project objectives (options for recycling
and waste, priorities, and constraints), discuss timelines and deliverables,
and to develop a comprehensive table of changes to be incorporated into
the update.
• Landfill Scale Shack Platform Replacement: Staff have received the 100%
design and specifications and sent them via email to the ARB Board for any last
notes or comments.

The U.S. Army Corps of Engineers (USACE) Invites you to attend a public information meeting to
learn more about the ongoing environmental investigation and cleanup activities at Kodiak -area
formerly used defense sites (FUDS). The meeting will be held in person at the Kodiak Fisheries
Research Center at 301 Research Court, Kodiak, Alaska on Wednesday, September 10, 2025, from
