SUBJECT: Sunaq Daycare Workgroup Presentation

DISCUSSION:
The Sun'aq Daycare Workgroup has requested time to propose leasing space at the North
Star Facility for use as an expanded daycare. Sun'aq currently runs a daycare out of the St.
Mary's Catholic Church buildings in the location where St. Mary's School was previously
located. The school has outgrown the space, and they are looking for opportunities to serve
more community members.
Sun'aq has partnered with Kodiak Island Housing Authority and Kodiak Area Native
Association to assist as applicable.

SUBJECT: Presentation Of KANA, Koniag, And Kodiak Island Borough Landfill
Collaboration For Elder Services Project 2025

RECOMMENDATION:
DISCUSSION:
Each year, KANA and Koniag collaborate to complete a Community Service Project focused
on supporting and giving back to the Kodiak community. For this year's project, the emphasis
was placed on Elder Services, in direct response to feedback from Elders who expressed a
need for assistance in decluttering their homes and removing unwanted items.
A critical component of the project involved hauling these items to the Kodiak Island Borough
Landfill. We are especially grateful to the Landfill staff, whose support and coordination
played a significant role in the success of this effort. Their willingness to accommodate the
project and assist with logistics ensured that the project was a success. This partnership
exemplifies the positive outcomes that result from working together across organizations to
meet community needs.

Community Development
Planning & Zoning Commission — August 13, 2025, Work Session
The Commission held a work session on August 13, 2025. The work session included
discussion items related to code amendments to Title 17 related to childcare facilities
and potential changes to the definitions chapter regarding short-term rental related
definitions. In addition, a packet review for the August 20, 2025, regular meeting was
conducted. The packet review included land disposal items for the Island Lake Road
property and two tax foreclosed properties, a similar use determination for daycare
services for North Star Elementary School building within the Public Use Lands (PL)
District, the capital improvement program, and proposed amendments to the
Commission's Bylaws.
PLAN 2045 — Village Visits
Ouzinkie
This visit was planned for August 13, 2025. Unfortunately, due to the inclement weather,
it was canceled. It has now been rescheduled for August 19, 2025.
Old Harbor
This visit is planned for September 13, 2025.
Finance Department
2025 Property Taxes
The first deadline for those wishing to make half payments is Friday, August 15tn
Property Assessment and Taxation Implementation Project
Staff is starting to schedule training sessions to review tables and processes. Data is
still being cleaned/reviewed, and entry screens and forms are still in development with
Tyler. Go -live date is currently planned for September 2025.
Temporary Receptionist
We are advertising for a temporary employee to fill the gap so that all finance staff can
be present for training on the new Tyler software.

Senior Citizen (SC) / Disabled Veteran (DV) Exemptions
• Outstanding applications: 23 (21 SC and 2 DV) remain undetermined.
Exemption Appeals
• No SC/DV exemption appeals are outstanding.
• The dismissals for the two BOE-valuation cases have been filed.
• The Alutiiq Museum is still in its 30 day filing period.
Field Work
• Assessing is working in all villages and remote areas.
• Akhiok, Karluk, Old Harbor and Larsen Bay, Ugak, as well as 2 (of 5) remote fly
to only, have been completed
• Assessing is working in Port Lions this week.
• Final boat trip is scheduled Sept. 22
AAAO summer meeting
Assessing staff attended the summer AAAO meeting virtually this week.
Information Technoloay
This week, the IT Department is working on keeping systems patched, and also on
troubleshooting issues with landfill networking.
Cybersecurity and Risk Mitigation
IT is working on firewall configurations
Network and Connectivity
IT is working with ACS on a connectivity issue with the Landfill.
Systems Administration
IT has advertised the Cybersecurity RFP and is working on patching and upgrading KIB
systems.
GIs
GIS is continuing work on maps for Community Development for their upcoming
Comprehensive Plan and is continuing to update missing or incorrect property and lease
information in our records.

Ennineerina and Facilities
Unauthorized Use of KIB Facilities
Over the last week there have been multiple reports of transients using KIB facilities
external power receptacles and camping out around the facilities. E&F staff have
secured power to these receptacles and locked the ones that power was needed. We
are working with our community partners to raise awareness around the issues
observed.
Regional Solid Waste Management Plan Update
The Regional Solid Waste Management Plan Update is underway, and the surveys are
now live on the KIB website as a Newsflash and has been shared with the public
through Facebook, email, and posted flyers around town (more advertisement avenues
to come - newspaper and radio). There are four surveys available for folks to partake in:
Road System Residents Survey, Native Village Residents Survey, Kodiak Business
Survey, and a Waste/Recycling Service Provider Survey. Participants have the
opportunity to enter their contact information to be entered into a drawing for $100 of
produce from the Kodiak Harvest Food Cooperative. A flyer for the survey is attached to
the Manager's Report.
Chiniak School Painting
The pre -construction meeting for this project was held on August 11 th. Staff are eager to
move forward and are coordinating closely with the contractor to ensure a smooth start.
With the School District's assistance in providing access to water and power at the
facility, the team is well -prepared to begin. Efforts will be made to complete the majority
of the "noisy" work before the start of the school year to minimize disruption for students
and staff.
Multi -Facility Elevator Modernization
On August 13th, TKE was servicing the Middle School elevator when an electrical fire
occurred in the mechanical room. Fortunately, the fire was quickly contained thanks to
the prompt response of the KIBSD Maintenance team, and the area was declared safe
by the City of Kodiak Fire Department.
Unfortunately, this incident has resulted in a complete shutdown of the Middle School
elevator, which will remain out of service until the planned modernization takes place.
E&F staff are working closely with the contractor to expedite the shipment of materials
and are collaborating with all relevant stakeholders to reprioritize the modernization
timeline.
As of today, the timelines are as follows:
• The Middle School elevator system has an estimated ship date mid -October and
is estimated to take a minimum of three weeks to arrive in Kodiak. So, we are
anticipating parts to begin arriving mid -November.

The PKIMC elevator systems had to be reviewed by the TK Elevator mechanical
and electrical engineering team, and we are now waiting on an estimated
shipping date.
KFRC
• Industrial Pump Alaska order is moving forward. The pumps have been ordered
and are in production. Approximately 11 weeks out.
• KFRC Ozonator (Decontamination) project has been reviewed and is ready to be
advertised for bid. Discussions with the State of Alaska are occurring regarding
the current requirements, and we will be requesting an extension in September
for the 2026 construction season.
o No movement on these GSA items:
GSA has had a reduction in force, we are awaiting response of who will be our new
GSA contact.
• Staff continues to wait for a request for additional electrical circuits
have been priced for GSA consideration to accommodate additional
chillers for NOAA. Project to be funded on the next fiscal year's
budget. This project will be postponed due to the lack of funding.
The bidder has been notified.
Landfill
• Regional Solid Waste Management Plan
Both KIB and KANA staff have been actively coordinating with the contractor to
gather additional data for the report and collaborating on distribution of the
surveys to the public. KIB Staff have also received a preliminary draft of the
updated plan.
Kodiak Landfill Waste Characterization is underway and is going
smoothly. The team is obtaining samples of waste that they need to
conduct the characterization study.
Village Waste Characterization is scheduled for the week of August 18.
Community Surveys are being dispersed via social media, newspaper,
email, and flyers posted around town.
Landfill Surface Water Monitorina Samolina and Reoortina
The proposals were evaluated by a team consisting of the Landfill Supervisor,
Leachate Treatment Lead and Trainee, one Assembly Member, and the
Chairman of the Architectural Review Board. Evaluation scores were averaged
and a cumulative score sheet is attached to the proposed contract on the
Assembly agenda for this meeting cycle.
Small Projects
• Mill Bay Beach Stair Replacement
At the most recent Architectural and Engineering Review Board (ARB)
meeting on July 23, 2025, the Board approved advancing the design from

the 65% stage to 100%. Staff received the completed 100% design
drawings on July 31. The original design contract was for $9,538.00. Due
to the added scope of the stormwater analysis, the final design cost
increased by $904.95, bringing the total contract amount to $10,442.95.
This increase remains under the Borough Manager's signature authority in
accordance with KIBC 3.30.100.
• Environmental Services Request for Proposals
Staff is currently developing an RFP for general environmental services for
the Borough. Staff is anticipating this RFP to be advertised in the next
couple of weeks.

BOROUGH CLERK'S
REPORT
August 14, 2025
1. Elections
• The nominating filing period will close tomorrow, Friday, August 15 at 4 p.m. As of today, we
do not have any candidates running for Borough Assembly. We also have quite a few service
area seats still open.
• The filing period for write-in candidacy will start on Monday, August 18 and it will end on
September 30 at 3 p.m.
• We are expecting the by -mail ballots to be mailed out to the Chiniak and village voters the
second week in September. The voter's pamphlets will be mailed out during that time also.
• The election training for the City precinct workers is scheduled on Monday, September 15 and
the Borough precinct workers is scheduled on Tuesday, September 16.
• For those who wish to receive their ballots by -mail, the absentee by -mail ballot applications
are available on the Kodiak Island Borough website and also in the Clerk's Office.
• Early voting will be available starting on Monday, September 22 and it will end on Monday,
October 6.
2. Records Update
• As of today, we have processed seven records requests.
• The Records Retention Updates for the Manager and Clerk's departments will be before you
next week.
3. Liquor Licenses
• The appeal hearing for the Second Floor Restaurant REPL License is scheduled to take place
at the Office of the Administrative Hearing on Monday, August 25, right here in Kodiak.
• We have three renewal applications currently pending, which include Kodiak Brown Bear
Center, Olds River Inn, and Southern Glazer's of AK. The Southern Glazer's license will be
presented to you for review next week.
• Since the beginning of FY2026, we have successfully processed seven liquor license
applications.

7. Staff Training
The staff at the Clerk's Office organized a peer training session called "Coffee with the Clerks"
focused on the Open Meetings Act on Wednesday, August 6. Our next scheduled training will
cover Parliamentary Procedures on Wednesday, September 3. We aim to schedule topics
during these sessions that will assist secretaries in the Departments and other staff members
who support the boards and committees with OMA, Parliamentary Procedures, Boardmanship,
minute -taking, and more.
• In July, the Deputy Clerk participated in a NAGARA (Records and Information Management)
Training.
• Today, the Assistant Clerk took part in an online training session titled "Meeting Minutes and
the Role of the Clerk."
8. MISCELLANEOUS
• The duties associated with the positions in the Clerk's office have changed considerably the
past 11 years. My goal is to make employee's job duties clearly outlined in theirjob descriptions.
• The 2026 Assembly Annual Calendar is tentatively scheduled for review during the work session
on September 25.
• The Online Code has been updated, and the paper supplements will be distributed by the end
of August.

RE: 411 QUARTER REPORT, FY25 (4/01/2025 - 6/30/2025) FOR DISCOVER KODIAK
Dear Kodiak Borough Assembly,
Per the contract between the Kodiak Island Borough and the Kodiak Island Convention and
Visitor's Bureau, doing business as Discover Kodiak, I wanted to list the deliverables that
were accomplished during the 41^ quarter of FY25.
Cruise Ship3-The 2025 cruise ship season started on April 29, 2025 with the first ship,
Viking Venus, arriving in Kodiak. During the 41" quarter of FY25 Discover Kodiak welcomed
12 cruise ships to Kodiak with a combined passenger number of 14,790 people. Kodiak will
have 25 ships visit this season.
Discover Kodiak Website & Social Media -To date Discover Kodiak's new website has had
466,512 hits. Facebook remains our strongest platform with 39,000 followers, and
Instagram has grown to 6,813 followers. Instagram reels consistently engage over 60%
non -followers, driving audience growth.
Partnership- Discover Kodiak continues to expand our partnerships and visibility working
with Travel Alaska, the Alaska Tourism Industry Association and Alaska Magazine. ATIA
continues to use Kodiak imagery in national promotions and Discover Kodiak was featured
on Alaska Magazine's Facebook page multiple times. We also maintain our amazing
partnership with Alaska Airlines who have sponsored at least one Discover Kodiak event for
the last three years.
Membership - Discover Kodiak's core mission is to support and promote our member
businesses by advocation for a thriving visitor industry in the Kodiak Region. We currently
have 158 members, 31 of which we have added since April of 2023.
