A work session of the Fire Protection Area No. 1 Board was held on July 22, 2025, in the
Bayside Fire Hall. These minutes were created at the request of Chair Richard Carstens for the
purpose of tracking discussions of the Bayside Addition.
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Chair Richard Carstens called the meeting to order at 6:04PM
ROLL CALL
Staff Brian Price conducted a roll call. Members present were Chair Richard Carstens,
Vice -Chair John Parker, Mike Dolph, and Craig Dagen. Member Scott Arndt was
excused absent. A quorum was established. Also present was Chief of Bayside Fire
Department Scott Ellis.

OLD BUSINESS
Continuing Discussion On Bayside Addition Concepts
Chief Scott Ellis began the discussion and provided prints to the board of the Overall
Plan for the Bayside Addition with his edits for proposed modifications. The following
needs were outlined:
- Centralize F.D. Operations Around Response Apparatus
- Provide Purpose -Built Dormitory Space (Bunk -Rooms)
- Separate Admin (Public) From Operations (Firefighters) Living / Working /
Maintenance
- Expand Decon. / Self-care Facilities
Chief Scott Ellis continued to expand on his thoughts behind the proposed concepts
presented. It was conceived such that the work done to complete the addition would
be split into a Phase I & Phase II. Phase I consisted of the following:
Phase I:
A. Renovate/Repurpose 2nd Floor Lower Building (B)
Timeline: (Design + Permit) 9-25 to 6-26 (Build) 7-26 to 6-27
B. Construct 3 -Story Hose -Training Tower [West Side Building B]
Construct 1 -Story Lean to Addition for Fitness Center [West Side Building B]

Chief Scott Ellis reiterated that he wants Bayside to be able to help other Fire
Protection Areas before having to add, meaning that properly interfacing with the other
Fire Departments to continuing efforts to bolster mutual aid will be a key focus prior to
the addition's construction. The importance of the weight room gym facility was stated
to shed light on its significance in improving the overall culture at Bayside. Chief Scott
Ellis expanded his thoughts behind the proposed Phase I, stating that the fitness room
would have the Hose Tower behind it and turn the tower itself into multi -faceted
training tower.
Chief Scott Ellis continued onto Phase II. Phase II consisted of the following:
Phase II:
A. Renovate/Repurpose Training Room Building (A)
Construct Hallway from Training Room to Upper Bay
//Demo Existing Tower / Turn B/R Entrances + Reno
Extend Sprinkler Coverage
B. Demo 2fl Kitchen 4 E Bearing Wall --> Living Room 3rd Bedroom
Reno 1 f Kitchen 4 2 Floor Apt. 3BR 1 Bath Private Entrance
Timeline: (Design/Permit) 9-25 to 6-26 (Build)? 7-25 to 10-27
John Parker suggested considering Phase I & Phase II to instead be Phase A &
Phase B. Chief Scott Ellis clarified his intentions of the phases and that all concept
information presented will be provided to the architect. The opinion of the architect and
their suggestions of a timeline/plan of approach will ultimately take precedent over the
proposed phases. Further discussion ensued.
Craig Dagen brought up considering increased privacy for the Fire Chiefs quarters.
Chief Scott Ellis did not wish to impede areas designated for firefighter operations for
the sole purpose of increased privacy. The board discussed further. John Parker
asked where the information would be presented next. Chief Scott Ellis explained his
plans to interface with the KIB Projects Office and have the Manager's participation.
Next would be the architect, and then finally to the Assembly for the last approval.
Overall, the board agreed with the concepts presented.
