Assembly Regular Meeting
July 17, 2025
A regular meeting of the Kodiak Island Borough Assembly was held on July 17, 2025, in the
Assembly Chambers. The meeting was called to order at 8:41 p.m. Staff present were Borough
Manager Aimee Williams, Assessing Director Seema Garoutte, Community Development
Director Chris French, Engineering and Facilities Acting Director Codi Allen, Borough Clerk
Nova M. Javier, and Assistant Clerk Irene Arellano.
INVOCATION
Captain David Shatto of the Salvation Army gave the invocation.
2. PLEDGE OF ALLEGIANCE
Mayor Arndt led the pledge of allegiance.
3. STATEMENT OF LAND ACKNOWLEDGEMENT
We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we acknowledge the 10
tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture that enriches our community to this
day.
4. ROLL CALL
Present were Mayor Scott Arndt, Assembly Member Jared Griffin, Dave Johnson, Larry
LeDoux, Ryan Sharratt, Scott Smiley, and Bo Whiteside.

GRIFFIN moved to approve the agenda and consent agenda.

10. PUBLIC HEARING
A. Ordinance No. FY2026-03, Amending Various Sections of Kodiak Island
Borough Code Title 17 Zoning To Define Pet -Related Uses And To Locate
These Uses In Specific Zoning Districts As Either Permitted Uses Or Conditional
Uses
GRIFFIN moved to adopt Ordinance No. FY2026-03.
Mayor Arndt opened the public hearing. Seeing and hearing none, Mayor Arndt
closed the public hearing.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Griffin,
Johnson, LeDoux, Sharratt, Smiley, and Whiteside.
11. BOROUGH MANAGER'S REPORT
Borough Manager Aimee Williams provided a manager's report, and it was included in
the meeting packet.
12. MESSAGES FROM THE BOROUGH MAYOR
Mayor Arndt provided a report on his recent travel in attendance to the NACo Annual
Conference. He shared updates from the conference, emphasizing the discussions
regarding the reorganization of the Federal Emergency Management Agency (FEMA)
aimed at decreasing its funding and transferring greater responsibility for disaster
response to state and local governments. Additionally, he expressed gratitude to the
Assembly for their support of the trip.

14.A. CONTRACTS
1. Contract No. FY2026-02 Electrical Services Contract With Nodak Electric And
Construction, Inc.
GRIFFIN moved to authorize the Borough Manager to execute Contract No.
FY2026-02 for Kodiak Island Borough Facilities Electrical Services with Nodak
Electric & Construction, Inc.

14.C. ORDINANCES FOR INTRODUCTION
A. Ordinance No. FY2025-02C Amending Ordinance No. FY2025-02, Fiscal Year
2025 Budget, By Amending Budgets To Account For Various Revenues That
Are Over Budget, Providing For Additional Expenditures, And Moving Funds
Between Projects
GRIFFIN moved to advance Ordinance No. FY2025-02C to public hearing at the
next regular meeting of the Assembly.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: LeDoux,
Sharratt, Smiley, Whiteside, Griffin, and Johnson.

16. ASSEMBLY MEMBERS' COMMENTS
Assembly Member Sharratt welcomed Captain David and Dianne Shatto from
the Salvation Army to Kodiak, expressing gratitude for their presence and looks
forward to collaborating with them in the future.
Assembly Member Smiley shared his appreciation of the Board of Equalization
discussion, noting the interesting differences in legal interpretation. He
expressed concerns about the clarity and timeliness of tsunami warnings,
emphasizing the need for better communication and information sharing. He
warned that repeated false alarms could lead to public complacency, potentially
putting lives at risk.
Assembly Member LeDoux shared his participation in the national celebration of
hotdogs with the Rotary and Lions Club, where over 600 hotdogs were
distributed before being interrupted by a tsunami siren, but they continued the
effort by bringing food to the high school evacuation site. He emphasized the
need to revisit Accessory Dwelling Units (ADUs) and land sales which are key
to addressing Kodiak's housing issues which have been stalled. Although
disappointed with the Board of Equalization outcome, he expressed respect for
the Assembly's decision-making process. He stated that the newly remodeled
museum as "incredible and world class" and encouraged the community to visit.
Additionally, he extended his condolences to the family of Dr. Gary Carver, a
former college instructor and earthquake specialist.
Assembly Member Johnson thanked his fellow assembly members for their
grace during his absence, and he is happy to be back on the island and resume
his duties.
Assembly Member Griffin shared that KMXT has experienced a challenging
week and advised everyone not to rely on internet rumors for information.
Assembly Member Whiteside echoed Assembly Member LeDoux's comments
that efforts to address Kodiak's housing shortage issues have stalled, which
have resulted in a lack of action. He expressed concern over the confusion
caused by the delayed tsunami sirens and emphasized the need for clear
communication about the metrics used to trigger alarms. Despite the issues, he

praised the community's response during the tsunami event, highlighting how
residents came together to help each other, especially assisting tourists and
directing people to safety.
