Assembly Regular Meeting
July 3, 2025
A regular meeting of the Kodiak Island Borough Assembly was held on July 3, 2025, in the
Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were
Administrative Official Seema Garoutte, Borough Clerk Nova M. Javier, and Deputy Clerk Lina
Cruz.
INVOCATION
Major Dave Davis of the Salvation Army gave the invocation.
2. PLEDGE OF ALLEGIANCE
Mayor Arndt led the pledge of allegiance.
3. STATEMENT OF LAND ACKNOWLEDGEMENT
We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we acknowledge the 10
tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture that enriches our community to this
day.
4. ROLL CALL
Present were Mayor Arndt, Assembly Members Steven Ames, Jared Griffin, Larry
LeDoux, Ryan Sharratt, Scott Smiley, and Bo Whiteside.
5. APPROVAL OF AGENDA AND CONSENT AGENDA
GRIFFIN moved to approve the agenda and consent agenda.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Ames, Griffin, LeDoux,

• Assembly Member Griffin provided a report on the recent meetings of the
Health Facilities Advisory Board and the Southwest Alaska Municipal
Conference (SWAMC) Board of Directors.

11. BOROUGH MANAGER'S REPORT
Administrative Official Garoutte provided a manager's report, and it was included in
the meeting packet.
12. MESSAGES FROM THE BOROUGH MAYOR
Mayor Arndt encouraged citizens to be safe and enjoy the Fourth of July weekend.
13. CONSIDERATION OF CALENDAR - UNFINISHED BUSINESS — None.

14.A. CONTRACTS
Contract No. FY2024-32, Change Order #1, With Jacobs Engineering For
Spring 2025 Surface Water Monitoring Support
GRIFFIN moved to authorize the Borough Manager to execute Contract No.
FY2024-32, Change Order #1, with Jacobs Engineering for the spring 2025
Surface Water Monitoring Support in an amount not to exceed $19,350.00.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Griffin, LeDoux,
Sharratt, Smiley, Whiteside, and Ames.
14.B. RESOLUTIONS
Resolution No. FY2025-21A, Amending The Membership Of The North Star
School Facility Work Group
GRIFFIN moved to adopt Resolution No. FY2025-21A.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: LeDoux,
Sharratt, Smiley, Whiteside, Ames, and Griffin.
2. Resolution No. FY2025-26, Authorizing The Manager To Accept The Alaska
Community Foundation Grant For The Fire Protection Area No. 1 (Bayside
Volunteer Fire Department) Kids Fire Camp
GRIFFIN moved to adopt Resolution No. FY2025-26.

4. Resolution No. FY2026-03, A Joint Resolution Of The Kodiak Island Borough
Assembly And City Council Appointing Two Members To The Kodiak Fisheries
Development Association's Board Of Directors
GRIFFIN moved to adopt Resolution No. FY2026-03.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Whiteside, Ames,
Griffin, LeDoux, Sharratt, and Smiley.
14.C. ORDINANCES FOR INTRODUCTION
Ordinance No. FY2026-03, Amending Various Sections of Kodiak Island
Borough Code Title 17 Zoning To Define Pet -Related Uses And To Locate
These Uses In Specific Zoning Districts As Either Permitted Uses Or
Conditional Uses
GRIFFIN moved to advance Ordinance No. FY2026-03 to public hearing at the
next regular meeting of the Assembly.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Ames, Griffin,
LeDoux, Sharratt, Smiley, and Whiteside.

15. CITIZENS' COMMENTS
Brian Himelbloom spoke under citizen's comments.
16. ASSEMBLY MEMBERS' COMMENTS
Assembly Member Whiteside echoed the Mayor's sentiment to be safe and
wished everyone a happy Fourth of July. He also expressed gratitude to all
those who attend meetings, whether in person or by phone, noting that public
input is appreciated.
Assembly Member Griffin shared his sentiments regarding the declaration of
independence and his views on the meaning of patriotism.
Assembly Member Ames addressed recent public comments about meetings
being rushed, explaining that much of the work is completed during work
sessions. He also encouraged everyone to have fun and enjoy fireworks where
allowed.

Assembly Member LeDoux expressed appreciation for the Kodiak Salvation
Army and their years of service to the community. He also thanked Sandra
West for her consistent participation in meetings and for her efforts supporting
Island Trails Network to improve quality of life in Kodiak.
Assembly Member Smiley shared that he was glad to be back in Kodiak's
cooler climate after experiencing 100 -degree temperatures during a trip to New
York City.
Assembly Member Sharratt stated his interest in continuing discussions about
upcoming hospital projects and the lease. He also addressed public testimony
related to nonprofits and emphasized the importance of keeping mental health
awareness at the forefront. He offered his personal cell phone number to the
public and encouraged everyone to avoid drinking and driving over the Fourth
of July holiday.

GRIFFIN moved to adjourn the meeting at 7:24 p.m.
