1985-08-30 Regular MeetingBAYSIDE VOLUNTEER FIRE DEPARTMENT STAR ROUTE, 3670 REZANOF KODIAK, ALASKA 99615 MINUTES OF MEETING FIRE PROTECTION AREA #1 ADVISORY BOARD Present: Bill Weaver, Scott Arndt, Bill Swearingin, Barbara Swearingin, Horace Simmons, Chief Smith. Meeting called to order at 7:45 on Aug.30, 1985 by Chairperson Scott Arndt. Agenda: Add Committee report under old Business. Add Volunteer Personal request under New Business. Minutes: Approved Visitors: Andy Nault, Bob Himes, and Jim Beason. Financial Report: Acknowledge receipt of financial report. Communications: Letter from Fire District to Borough Manager, Jerome Selby, regarding purchase orders. Letter of thanks to each of the following Businesses: D&D Extinguisher, materials and labor. Marine Welding Service, materials and labor on our storage box on engine 12. Volunteer Report: None Old Business: Cooperative Agreement: Bill Swearingin moved we enter into a Cooperative Agreement with State Department of Natural Resources, Bill Wever seconded. Motion carried. Mutual Aid Agreement Document: Returned from Borough Manager / Attorney , approved. Bill Wever moved we enter into a mutual aido agreement with U.S.C.G., Womens Bay and The city of Kodiak. Bill Swearingin seconded, motion carried. Scott Arndt signed the mutual aide document as Baysides representative, and all four (4) copies were then given to Chief Smith to hand carry to the representatives of the other fire departments. Committee Report: Constitution and Bylaws. Rough draft presented by Horace Simmons. COMMITTED TO FIRE PREVENTION AND SAFETY IN FIRE PROTECTION AREA #1. KODIAK ISLAND BOROUGH Chiefs Report: Live burn drill exercise. Chief Smith stated we need to be able to arrange this type of drill more often. Acknowledge reciept of letter of resignation from Loren Mclean, along with verble request to hold for a short time. Recruit drive for 1985 to start Sept. 1. New Business: Visitor Andy Nault requested Bayside send 1 volunteer in addition to the Chief to the State Firefighters Conference. Cost to be Not more than $1000.00. Bill Swearingin so moved, Barbara Swearingin seconded. Motion carried. Scott Arndt suggested we send Bill Wever, and choose 1 alternate. No action taken. Bill Wever and Barbara Swearingin to do Chiefs evaluation. Volunteer Personal request: Bill Swearingin moved we grant a leave of absence to Horace Simmons to be relieved from drill for a period not to exceed 6 months, further, he will be allowed to retain turnouts and attend fire calls. Reason: his drill attendence is approx 90% and fire call attendence about the same. He has been extremely active in fire department matters. Bill Wever seconded, motion carried with four yes and one abstention. Chiefs Comments: Commented on Borough Assembly work session in regard to consolidation.
