1985-06-28 Regular MeetingSTAR ROUTE, 3670 REZANOF KODIAK, ALASKA 99615 MINUTES OF MEETING FIRE PROTECTION AREA #1 ADVISORY BOARD Present: Bill Weaver, Scott Arndt, Bill Swearingin, Barbara Swearingin, Horace Simmons, Chief Smith. Meeting called to order at 7:35 on June 28, 1985 by Chairperson Scott Arndt. Agenda: Approved Minutes: Minutes of .last meeting not available. Visitors: Wayne Sewell, Dixon Ingram. Financial Report: Revenue report presented shows $9,063.82 shortfall. Expense report presented shows approximatly $4.0,000 uncommitted. Acknowledge receipt of Financial report. Communications: None Volunteer Report: None Old Business: Mutual Aid: report on meeting with Womens Bay and Coast Guard. Finalized draft of mutual Aid agreement. Bill Wever moved to recommend document to Borough Manager for submittal to Borough Attorney. Bill Swearingin seconded motion carried. Training Trailer: Now located near Scott Arndt's office pending completion of ground work at station. Budget: Insurance line item amounts in 85-86 budget total. approximately $14,000. Bid for insurance amounts to approximately 412,000. COMMITTED TO FIRE PREVENTION AND SAFETY IN FIRE PROTECTION AREA H1. KODIAK ISLAND BOROUGH City Contract: No formal response. Possibility that they want fee exchange basis instead of mutual aid. Discussed hourly expenses to offer to City for services. Station Trees: Research public tree removal policy: Board has no policy on tree removal. Chiefs Report: 2 resignations reported, Ray Baglin and Keith Damm. Bill Wever moved to accept resignations, Bill Swearingin seconded. Unanamously passed. Borough removed restrictions on fireworks sale. New Business: Chief's retirement/rent payment calculations. The Chairman directed that we cease having the rent deducted from the Chief's salary, and that the Chief be responsible for his .rent. The Chairman directed that the requirement of the Chief to live in station quarters this ,year be put in writing. Coast Guard Fire Suppression Contract: Coast Guard A-76 requirement to put fire suppression out for bid. Municipalities will be offered a chance to bid first. Probably be a five year, renewable contract. Meeting included Borough Mayor,and Borough Manager. Discussion of possible fire service unification on road system. Horace Simmons moved we pursue unification of fire service on road system into one fire authority to include City, Coast. Guard, Bayside and Womens Bay. Bill Wever seconded, motion carried unanamously. Visitor Comments: Wayne Sewell spoke concerning Fire Service Unification. Work session scheduled on tue July 16, 1985 at 7:30 P.M.
