1984-03-06 Regular MeetingBAYSIDE VOLUNTEER FIRE DEPARTMENT STAR ROUTE, 3670 REZANOF KODIAK, ALASKA 99615 MINUTES OF MEETING FIRE PROTECTION AREA #1 ADVISORY BOARD Present: Scott Arndt, Carolyn Brisco, Horace Simmons, Barbara Swearingen, Bill Wever; Chief Smith; Wayne Cobb The Meeting was called to order at 8:35 P.m. on March 6, 1984 by Chairman, Scott Arndt. The agenda was accepted as presented with the addition of a discussion of volunteer pay under new business. The minutes of the previous meeting of February 7, 1984 were accepted as read. Review was held of the statement of expenditures for February. A bill was received from McPherson Supply for additional turnout gear; appropriate for payment. Under old business, the final budget figures for the coming year were worked out. Horace Simmons made a motion to accept the budget as presented. Second from Bill Wever. Carried unanimously. A copy of same is attached. Next under old business, Chief Smith recommends and the board agrees that we should have a complete O.S.H.A. inspec- tion of the station facility to assure compliance on all levels. According to board members who attended the City of Kodiak work session, the City recommends a fixed contract for a number of years to rule out yearly negotiations. The Fire Protection Area #1 Advisory Board wishes to go on record opposing such a plan unless the dollar amount for each year involved is set before such an agreement is made. The Board feels that the addition of major pieces of equipment affects the amount of service that will be needed from the City. Chief Smith presented the Chief's Report. A copy of same is attached. A month by month record of alarms is also attach- ed as part of the Chief's Report. Under new business, concerning the overhead water storage tank, it was intended as a quick -fill source for the fire engine but the engine may be filled more efficiently from the hydrant nearest to the fire station. It is under con- sideration to install a pump and/or faucet drawing on this stored water for clean-up in the truck bay. Such an esti- mate was received from Doug Mathers, plumber, in the amount of $283.00 for installation of a faucet from the tank. There will be an Arson Investigation Seminar from April 29 through May 5, 1984. Tuition will be $150 per person. Chief Smith was directed to register for himself and one volunteer COMMITTED TO FIRE PREVENTION AND SAFETY IN FIRE PROTECTION AREA #1. KODIAK ISLAND BOROUGH E to attend. The Board sees their attendance as beneficial to the operation of the Volunteer Fire Department. Next under new business, the City of Kodiak Fire Department loaned this Department a number of "red box" radio monitors to use until our pagers were delivered. The City may not be inclined to keep these monitors as they are obsolete to their system. Chief Smith is directed to approach Chief George Magnuson to see if they can be purchased for a nominal amount. Discussion was held concerning the need for volunteers to check the station in the event of an absence by Chief Smith. It is under consideration for a structure for volunteers to receive call -out pay in such events. At this time it is left to Chief Smith's discretion to determine such an event. Under communications, a reply was received from L.G. Schneider concerning the redesign of the hot water system. He has contacted his engineer on the matter. Letter dated 23 February 1984. Received a copy of the Kodiak Island Borough Ordinance No. 84-3-0, COLA. This Board sees a problem with passage of Kodiak Island Borough Ordinance No. 84-14-0 as written now. For this segment of Borough operations, namely the Fire Protection Area #1, our main employee being the fire chief, there are many seminars and training sessions it will be beneficial for him to attend, all of which would have to be approved and expenses paid by the FPA#1. There should be more explicit references and perhaps "cost lines" per training program included. Such an ordinance, as it is written, could preclude FPA#1 from many beneficial training programs on a statewide and nationwide basis. The Board expects to also send volunteer firefighters to seminars and training programs xkxa, must they remain indebted to the Borough for each program they attend? Visitor Wayne Cobb demonstrated the plain paper copier he brought to the station. After discussion, Horace Simmons made a motion to authorize the purchase of a plain paper copier for not more than $1000. Second by Barbara Swear- ingen. Motion carried. Chief Smith is directed to secure quotes from all local vendors. Purchase of a typewriter is tabled at this time. Barbara Swearingen made a motion to approach the Kodiak Fire Department with a formal request to have the City Fire Department tone out our volunteers (dispach). It has been under consideration for some time. With our pagers here but no encoder, we could be in full operation if the City will perform this service for us. Second was heard from Horace Simmons.
