FIRE PROTECTION AREA #1

The meeting was called to order at 8115 p.m., February 7,
1984 by Chairman Scott Arndt.
Motion was made, seconded and carried to accept the agenda
as presented with the additions as followss Question of a
resolution to permit Chief Smith to hold purchase order foams
at the station, attendance regulations for volunteers at
training sessions, attendance of FPA#1 Board Members at
the City Council worksession concerning our protection
contract with City of Kodiak.
Motion was made by Barbara Swearingen to accept the minutes
of the last meeting with clarification of paragraph eight,
page one."It will require a resolution of the Borough Assem-
bly to move funds from the fund balance to the operating
budget to cover certain items which were approved for funding
from the fund balance but were improperly covered from the
operating budget." Motion was seconded by Bill Wever and
carried.
Under communications, letters were received from the
followingsl)Borough Attorney, concerning Borough fire
districts in general, did not address the problem of FPA#1
equipment being occupied with a fire in an area with which
no mutual aid agreement exists. 2) L.G.Schnieder, redesign
necessary to hot water system. 3) Letters to Sea -Land thank-
ing them for free delivery of our fire engine. 4) Letter
to City of Kodiak City Council recognizing help from Chief
Magnuson and Fire Department. 4) Letter from Western States
Fire Apparatus, Inc. 5) Letter from AKSALA Electronics.
6) Memo from Sam Gesko, City Manager.
Under Old Business, first, concerning the safety of the
hose tower and OSHA regulations concerning same. Informed
by the local representative, it would be in violation upon
formal inspection. It will not be corrected by L.G. Schneider
unless cited. Questions concerning other safety regulations
were raisdds Physical exams for volunteers, beards and
breathing apparatus, training program requirements.
City of Kodiak City Council will hold a worksession on
February 14, 7r30 p.m. Among the topics covered will be
the FPA#1 contract for back-up fire protection. What do
we get for the $40,000 already paid to the city? Board
members are urged to attend. A first draft was presented
to the City three months ago with no action as of this date.
No further discussion at this time on the Constitution
and By-laws for FPA#1 Advisory Board.
COMMITTED TO FIRE PREVENTION AND SAFETY IN FIRE PROTECTION AREA #1. KODIAK ISLAND BOROUGH
Review was held of the tentative budget for 1984-85 as
presented by the budget committee (Barb Swearingen, Carolyn
Brisco, Chief Smith). First draft accepted with minor
changes and decisions to be made on the capital outlay items.
It was motioned by Carolyn Brisco to draft a resolution
requesting the Kodiak Island Borough permit Chief Smith
to retain purchase orders at the Fire Station for purchases
not occurring during convenient working hours. Motion
was seconded by Bill Wever. Carried. A copy of said
resolution is attached.
A motion was made by Scott Arndt to approve payment of
the lease on Bayside Fire Station to the Kodiak Island
Borough in the amount of $1 (one dollar), for the year.
Seconded by Carolyn Brisco; carried.
Discussion of Senate Bill No.333 was held. Motion
was made to officially support said bill.by Bill Wever,
seconded by Barbara Swearingen; carried. Resolution to
be drafted by secretary. Individual support is also
encouraged by Board members and volunteers. Copy of Bill
No.333 is attached hereto.
Clarification of the Fire Department's responsibilities
concerning the hydrant system in FPA#1 was requested by
Chief Smith. Service District #1 has been requesting
snow removal around hydrants through their contract. It
is felt the Fire Department should clean, paint, inspect
for proper operation. Some existing deficiencies will
be corrected by the contractor on the new lines. Inspectioi
of the hydrants by Chief Smith had identified problems
with specific hydrants; some are frozen and did not drain
down to the water table. These problems were communicated
to Service District #1 Chairman.
Board members were asked for comments on the recent
information sessions presented by the Kodiak Island Borough.
It was felt they were a good introduction and orientation,
designed mainly for newcomers to the boards and committees.
There is a concern about filling in voids of fire protection
in our area and the Borough as a whole. It is felt the Bowd
might explore the expansion of the boundaries to take in
spots that are contiguous to or surrounded by FPA#l•
Chief Smith is concerned with the extensive amount of
particulate matter present iri the station's water supply.
The main concern being that of damage to the boiler and
appliances. He was directed by the Board to obtain esti-
mates for installation of a simple filter system with a
double filter arrangement.
No contact concerning a joint meeting with Women's Bay
has been initiated. They requested figures for cost of
Chief Smith conducting training sessions four hours a week
for their volunteer department. Including salary and
benefits the figure quoted them was approximately $5800/year.
Chief Smith presented his report on activity during
the previous month. A copy is attached.

Addition to the minutes of Fire Protection Area #1 Advisry
Board meeting of February 7, 1984. Under new business:
Discussion of attendance requirements for volunteers was
held. Chief Smith wished input from the Board on what
such requirements should be. How many training sessions
should a volunteer be permitted to miss and still be
carried on the roster of active volunteers? Considering
the Chief's many years of experience concerning such
matters it was decided it should be left up to his dis-
cretion.
