The meeting was called to order at 7r40 p.m., Tuesday,
January 3, 1984, by Horace Simmons, sitting in for Scott
Arndt.
Motion was made by Carolyn Brisco to accept the agenda
as submitted by Chief Smith. Seconded by Barbara Swearingen;
motion carried.
_Under communications, a letter was read from CE-2 student
Jim Swearingen expressing thanks for the time and activity
at Bayside station through the school program. A letter from
Phil Shealy, Borough Manager, to Andy Brumbaugh, Aksala E]e t-
ronics, cancelling the order for the NEC pagers and a letter
and purchase order for the pruchase of the Motorola Hand -bald
monitors was read. Also read was the Borough resolution
as passed by the Assembly for the purchase of the tanker/
pumper trucks for Bayside and Women's Bay Fire Departments
Discussion was held concerning the hose tower ladder.
Bob Hatcher, OSHA representative, inspected it. No definite
determination was reached, needs research. He will return
with specifications and information.
Chief Smith reported on the progress in contract negotia-
tions with the City of Kodiak for fire back-up service. His
discussion with Chief Magnuson indicated there would be
changes in the first draft submitted by Bayside Department,
as expected. There has been no official action by the Kodiak
City Council at this time.
Barbara Swearingen entered a motion to approve the Super-
visory Board's Performance Evaluation Report, as prepared by
the Fire Protection Area #1 Advisory Board evaluation com-
mittee. Motion was seconded by Bill Weaver; motion carried.
Discussion was held concerning Chief Smith's performance of
his duties, during his absence from the meeting. After Board
approval of the evaluation, Chief Smith rejoined the meeting
and examined the form.
Chief Smith presented his report on station activity for
December. A copy of same is attached.
A review of the statement expenditures indicated that two
items were mistakenly deducted from the operating budget
when they were approved by Assembly action to be deducted from
the fund balance. It will require a resolution of the
Assembly to move the items back to the fund balance account
from the operating budget.

A tentative committee including Scott Arndt and Horace
Simmons was set up to study the creation of a constitution
and by-laws for the Fire Protection Area #1 Advisory Board,
Motion was made by Barbara Swearingen and seconded by
Bill Weaver to issue individual checks for call -out pay
to the volunteers every six months. Motion carried.
The question has come up about Bayside Volunteers
responding to fire calls outside Fire Protection Area #1.
The issue requires research on the overall repercussions.
Chief Smith is directed to contact State Fire Marshall and
our insurance agent in this regard.
Meeting was adjourned at 10:10 p.m.
