The first order of business was election of officers Barbara Swearingen nominated Scott Arndt as chairman, second- ed by Carolyn Brisco. No other nominations were entered, Scott Arndt elected as chairman. Carolyn Brisco was nomin- ated by Barbara Swearingen as secretary, seconded by Horace Simmons. No other nominations were entered. Carolyn Brisco was elected as secretary. The official letter of recognition from the State of Alaska was received by Chief Smith. A letter of thanks was sent to the City of Kodiak Fire Chief, George Magnuson for allowing Bayside volunteers to train at the controlled house burn on Mill Bay Road. A complete breakdown on our insurance coverage was presented by Leo Bourbeau of Sweeney Insurance Company. He answered many questions the Board members had. The specifications for the tanker were presented to the Board. The research was done by a committee of volun- teer firefighters. Motion was made by Horace Simmons to approve the specifications as written to be advertised for proposals for the tanker and related equipment. Second- ed by Bill Weaver. Motion carried. The Grumman Wildcat engines for Bayside and Bells Flats Volunteer Fire Departments are on the SeaLand Newark en - route to Kodiak and will be here Saturday. The volunteers entered a request that former board member, Norm Wooten, be approached to drive the engine from the dock to the station. Discussion was held concerning the need for a constitu- tion and/or by-laws documenting policy decided upon by the Board, including the limitation of the number of volunteers allowed to serve on the Advisory Board at any one time, as voted on at the last meeting. The dollar amount for the contract for back-up fire seri- vice between Kodiak Island Borough and City of Kodiak has been set. Chief Smith has approval to work ouf the other details of the contract concerning Bayside Fire Department and Fire Protection Area #1. COMMITTED TO FIRE PREVENTION AND SAFETY IN FIRE PROTECTION AREA #1. KODIAK ISLAND BOROUGH 2 3 Chief Smith presented a report on the volunteer organ- ization. An attendance chart has been initiated. Attendar ce has been very good at training sessions. A goal of State Firefighter I has been identified. This requires 160rhours of training. Research is needed concerning the ladder in the hose tower. The Chief believes a safety device or restraint is necessary to meet OSHA standards. The floor of the truck bay needs to be water sealed with a non -slip sealer prior to arrival of the engine. Chief Smith would like to be answering calls two weeks from today. The communications equipment needs to be installed in the engine, also the equipment at the station needs to be installed. Andy Brumbaugh must be contacted. Policy for the use of the fire station building for the community needs to be set. Discussion was held and will continue at the next meeting. Use will be at the Chief's discretion until policy is set. Review of the budget was held along with a discussion of the fund balance. Motion was made by Carolyn Brisco, seconded by Barbara Swearingen, to set the volunteer call -out pay at $10 per call. Motion carried. The Borough has the ability to enter into agreement with the State Forest Service to fight fires on State property. Question was raised as to whether Bayside wishes to enter into such an agreement. It-.wae=requested by the Board that Chief Smith submit an A enda for consideration by the Board for the monthly meetings since he is familiar with the day to day needs of the Department.
