BAYSIDE FIRE DISTRICT
ADVISORY BOARD
Meeting was called to order at 7:30 p.m., September
8, 19839 Present were Norm Wooten, Barbara Swearingen,
Carolyn Brisco, of the Board and Bill Swearingen, Art
Smith, and the new Fire Chief for Bayside Fire District,
Earl Smith.
Chief Smith was interested in the Board's definition
of his duties. The Board expects him to handle all the
day to day routine in setting up, organizing and running
the department. The Board sees itself as the respon-
sive body to accept input from the public and act as
liason with the Borough Assembly in major financial
situations and as policy makers for the Bayside Volun-
teer Fire Department.
The Board sees the need to set up ongoing charge ac-
counts at local retailers in order to diminish the amount
of record -keeping and petty cash necessary. Mentioned
were: Sutliff's Hardware, Spenard Builders, Yukon Office
Supply, and a service station, since the Department does
not have a bulk fuel storage facility.
Chief Smith suggested some changes to the list of
equipment the Department is receiving from McPherson Supply
Company. The Board approved the changes.
An update on the status of our communications equipment
was presented by Chief Smith. He has also been in contact
with the Kodiak Police Department, which will probablytB
handling dispatch for Bayside. He discussed the identifi-
cation system for Bayside's fire apparatus and use of qmken
responses instead of the "10" system.
After extensive discussion, motion was made by Carolyn
Brisco to request that the Borough funds for purchase of
our Grumman Wildcat truck be retained by the Bayside Fire
District for purchase of a 3200 gallon tanker truck. Motion
was seconded by Norm Wooten. Motion carried. The Board
wishes to make a presentation to this effect at the next
meeting of the Kodiak Island Borough Assembly in October.
Discussion was also held concerning applying for grant
money to enlarge the Station facility by one more truck
bay.
Chief Smith is aware that there is grant money avail-
able from the State Fire Organization for training materials.
He wishes to attend the Alaska Fire Chief's Conference
to become informed on all such programs. The Board was
unanimous in their approval of this trip. In conjunctim,
discussion was held concerning the advantage of a combined
Volunteer Organization - City of Kodiak, Bayside and Bell's
Flats. Chief Smith believes that such a large organization
would be more influential with the State than three
smaller ones.

Chief Smith sees the need for additional keys to the
Station building for the volunteers. They will need
access to the facility for checking in and evaluating
equipment. The okay was given for their purchase and
distributing as he sees fit.
In speaking with Fred McPherson of McPherson Supply,
Chief Smith mentioned that the Scott Paks he was sending
were 2.2 - Barb Swearingen stated that in all previous
conversations and on our printed equipment list the
Scott Paks were 4.5. Chief Smith was directed to find
out if the change was okayed by telephone conversation
by a borough official.
Discussion was held on the pros and cons of having
Board members acting in the capacity of volunteer fire
fighters. The many drawbacks were discussed, but not
final decision was made on this policy. More discussim
at next meeting.

Direction was given to have McPherson Supply hold off
on painting the Bayside Logo on the truck door at a chage
of $400, The Board wishes to investigate having decals
printed with the logo - similar to the ones placed on
Borough vehicles.
The Board was made aware of the City Council/Borough
Assembly work session on 15 September 1983. The subject
of the Fire Protection Area #1 contract for temporary
service and back-up calls may be approached. Board
members were requested to attend.
