1. The meeting of the Service District One Advisory Board' wal��cb�i��
on August 9, 1984 at 7:30 P.M.
2. A contract proposal was worked on that would enable the Service District
to provide water and sewer services to properties adjacent to the district
boundries and within the drainage basins. The intent of the Service
District is to provide needed services to as many residents as is feasible.
The KIB wishes the district to contract with the affected properties until
such a time as an election can decide on their inclusion into the Service
District. A motion was made by Pat Szabo to recommend to the KIB to
negotiate with the residents of lots 21, 22, 23 of Block 7 and Lot 4 of
Block 6 in the Monoshka Bay Subdivision to provide water and sewer
services by the attached contract with the deletion of line 2, paragraph
2. The motion was seconded by Jim Poulos and passed by the advisory board.
3. Discussion was held and a motion was made by Scott Arndt for the Service
District One Advisory Board to go record as opposing the proposed
rezoning of Lot 1A, 2A of Tract A, USS 3465 form Public Lands to Residential
The motion was seconded by Jim Poulos and passed unanimously by the
Advisory Board. The following reasons were put for the opposition:
A. This area is the last public access to Island Lake and any diminishing
of the size of the tract would have an impact on all residents of the
Kodiak urban area.
B. This area will likely become the high growth residential area with high
residential density and as such the need for public park land is going
to be greater even than now.
C. With the water and sewer service in place the residents are going to
be able to subdivide their land and as a result we foresee a large
number of residential lots becoming available and do not feel the KIB
can justify disposing of Public Lands to create more residential lots
in this area.
D. With the installation of sewage facilities Island Lake will begin to
clean itself up and will again become a prime recreation area. With
the increased population density the recreation pressure on this area
will also increase. We do not feel that diminishing the area to create
more residential lots i?iln the best interest of the residents.
4. A motion was made by Jim Poulos that the Service District One Advisory
Board oppose construction of the Dark Lake Road and recommend that
Smokey Stover's Road through the industrial area deadend within the
industrial area itself. The motion was seconded by Pat Szabo and passed
by the Advisory Board. The following reasons were given:
A. We do not feel that it is in the best interest of the residents to
route industrial traffic through what has been traditionally residential
and has been developed as such.
B. We feel the safety of the numerous children in the area would be
severely comprimised with the increase in through traffic.
C. We foresee increased road maintenance being required with very limited
money available to the Service District. This will be caused by an
increase in industrial traffic.
D. With the proposed park development as set forth in the preceeding motion
we feel the expanded roads would be incompatible with this use.
5. The meeting was adjourned at 9:40 P.M. The following members were present:
