2025-03-11 Regular MeetingI Kodiak Island Borough Fire Protection Area No. 1 Service Area Board March 11, 2025 A regular meeting and budget public hearing of the Fire Protection Area No. 1 Service Area Board was held on March 11, 2025, in the Bayside Fire Hall. CALL TO ORDER/PLEDGE OF ALLEGIANCE Chair Richard Carstens called the meeting to order at 6:OOPM ROLL CALL Staff Brian Price conducted a roll call. Members in attendance were Chair Richard Carstens, Vice -Chair John Parker, Scott Arndt, Mike Dolph. A Quorum was established. Also, in attendance was Chief of Bayside Fire Department Scott Ellis. APPROVAL OF AGENDA ARNDT moved to approve the agenda. PARKER seconded. ARNDT MOVED to amend the agenda to include under item 8a, Chairpersons' Report recommendation to the Borough Assembly to nominate applicant Craig Dagen to the fifth seat of Fire Protection Area No. 1 Board. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY ARNDT moved to approve the agenda as amended. DOLPH seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APROVAL OF MINUTES ARNDT moved to approve the minutes of the January 29th, 2025, regular meeting. PARKER seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT ARNDT moved to acknowledge the receipt of the financial report dated March 3rd, 2025. DOLPH seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY CITIZENS' COMMENTS (Limited to Three Minutes per Speaker) There were no visitor comments. Kodiak Island Borough March 11, 2025 Fire Protection Area No. 1 Board Regular Meeting Minutes FIRE CHIEF'S REPORT Chief Scott Ellis began his report. Final figures for incident call volume in 2024 were shared. It was noted that response time had improved greatly as well as the level of response. Chief Scott Ellis detailed the composition of the Fire Department staff and shared positive training dynamics. Community events that Bayside helped to facilitate were shared. Developments with retention and recruitment were relayed. Chief Scott Ellis moved onto Capital Budget requests. Some of the items listed were a new duty officer/command vehicle, portable radio upgrades, 5 full sets of PPE structural turnout gear, and next -generation thermal imaging cameras. It was noted that these will continue to be a part of the conversation Vice Chair John Parker asked the chief what measures were in place for military/coast guard members that need to leave the organization. Chief Scott Ellis provided example of a situation that had already occurred in which a member found a replacement before their deployment as well as other contingent procedures. Chief Scott Ellis concluded his report with kudos and gratitude towards the efficiency in which Bayside Fire Department's membership maintained its duties and expectations in his extended absence. CHAIR PERSONS' REPORT Chair Richard Carstens began his report. The membership of Bayside was lauded for their continued efforts and hard work. Chair Richard Carstens felt that the current membership is just as good if not better than it ever has been. Mentions of the Cadet Program with the Kodiak High School were made with recommendations for the board to support the Cadet Program moving forward were made to the board. Vice Chair John Parker was acknowledged for his contributions helping organize the program. APPROVAL OF BOARD MEMBER APPLICATION ARNDT recommended to the Borough Assembly that applicant Craig Dagen be appointed to the Fire Protection Area No. 1 Board. PARKER seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY PUBLIC HEARING BUDGET FY2026 ARNDT MOVED to approve the Fire Protection Area No. 1 FY2026 Proposed Budget. PARKER seconded. Chair Richard Carstens suspended the Regular Meeting and opened the Public Hearing. There were no citizens comments. 11 Chair Richard Carstens closed the Public Hearing and resumed the Regular Meeting. The next board meeting was set for April 22nd. ADJOURNMENT Chair Richard Carstens adjourned the meeting at 6:48 PM.
