2025-05-20 Regular Meetingr Kodiak Island Borough Fire Protection Area No. 1 Service Area Board May 20, 2025 A regular meeting of the Fire Protection Area No. 1 Board was held on May 20, 2025, in the Bayside Fire Hall. CALL TO ORDER/PLEDGE OF ALLEGIANCE 11 The meeting was called to order at 6:03pm. ROLL CALL 11 Staff Brian Price conducted a roll call. Members present were Chair Richard Carstens, Vice -Chair John Parker, Mike Dolph, and Craig Dagen. Member Scott Arndt was excused absent. Also in attendance were Chief of Bayside Fire Department Scott Ellis, Bayside Firefighters Shelby Bacus, Cody Foster, Chris Glade, and Patrick Callahan. APPROVAL OF AGENDA 11 PARKER MOVED to approve the agenda. DAGEN seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APROVAL OF MINUTES 11 DAGEN MOVED to approve the minutes of the March 11th, 2025 Regular Meeting & Budget Public Hearing. PARKER seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT 11 PARKER MOVED to acknowledge the receipt of the financial report. CITIZENS' COMMENTS (Limited to Three Minutes per Speaker) 11 None. FIRE CHIEF'S REPORT 11 Chief Scott Ellis gave his report. End -of -year purchasing was mentioned. General work around the station has been continuing. An ad -on for the Lexipol Dashboard was mentioned. Chief Scott Ellis also announced that preparations for standby season at the raceway have begun. Promotions of officers were relayed to the board. Each company will have 4 Lieutenants, 4 Captains, & 4 Engineers. Mentions were made about certain Fire Protection Grants that have been released from recent suspension and that more was to be explored about how Bayside may be able to apply. John Parker asked questions regarding the timeline, and Craig Dagen had questions about what resources were being divided to the raceway preparations. Discussion ensued. Kodiak Island Borough Fire Protection Area No. 1 Board Regular May 20, 2025 Meeting Minutes CHAIR PERSONS' REPORT 11 Chair Richard Carstens introduced new board member Craig Dagen and gave a background on the timeline of the seat's vacancy and his application to the board. Craig Dagen then provided more details about himself and his history, expertise, and passion for Fire Safety in his time spent across different states in the lower 48. NEW BUSINESS 11 Presentation by 2025 FDIC Attendees Several of Bayside's firefighters were present at the meeting and provided updates on their experiences at the 2025 FDIC Event in April. An overview of what the members were able to observe and learn. Search training, structure collapse, EMS -based lectures, physical & mental fitness, and many more topics were explored in their time attending. The firefighters each thanked the board members for allowing them to attend the event. 12 Update on Cadet Program Captain Shelby Bacus began the update on the cadet program. In January, applications were received. The program had begun in February into early March. 3 individuals have joined, 2 fourteen -year -olds & 1 fifteen -year -old. The Cadets meet every Wednesday 6-8pm and are working through various trainings. Each of the cadets must complete at least 1 study session for each month in which they come to the Fire Station to either study their training materials or school materials. Graduation evaluations are to be conducted in July and will be followed by another recruiting push at the end of the month. Overall, the program is on track. OLD BUSINESS 11 Continued Discussions on Proposed Bayside Addition Chair Richard Carstens briefly went over the 2 proposed renditions of the Bayside Addition. Background information on the options and how they were conceived were shared. Chief Scott Ellis thought back to the general concept drawings that he reviewed when he first arrived at Bayside and how he halted that addition for a time to improve what was already present at the Station. A locker area or decontamination area/showers is still a significant need. Chief Scott Ellis stated that a live-in program for firefighters would be something that needs to be considered in the future and how the addition factors in with that projection. He does not want the process to stagnate. Vice -Chair John Parker considered possible changes to the Kodiak Island Borough Emergency Plan due to the closure of the North Star Elementary School which is one of the staging areas in the event of a disaster. Vice -Chair John Parker expressed what impact this could have on the Bayside Fire Station's significance within that plan. Further discussion ensued. CITIZENS' COMMENTS 11 None. Thank you for that gift. I should hope that I can rise to the occasion to meet the needs of our department. Beyond that, the limitation of our imagination and the financial courage that's necessary to make the decisions that are forthcoming is on us, and it's our time.
