1988-03-16 Regular MeetingI n 11 ,) C ECONOMIC DEVELOPMENT COMMITTEE Buskin River Inn March 16, 1988 Present: Kyle Taylor, Al Burch, Jim Carmichael, Val Rader, Chris Bublitz, Corky McCorkle, Gordon Gould, Jerome Selby, Marcia Fields, Vicki Case, Chris Blackburn, John French, Rob & Bob Shuttlesworth. Recording Secretary Jeri Jensen. The meeting was opened by Kyle Taylor at 11:55 a.m. Gordon Gould MOVED, seconded by Case to approve the minutes of February 24 and March 9, 1988. Motion unanimously approved. Borough recognition of Committee: Chris Bublitz presented a preliminary report of the concerns for becoming the Borough's Economic Development Committee: a. The present Borough Committee addresses regional issues, whereas the Chamber's focus is on Kodiak. The Chamber may lack expertise in addressing a wider focus of issues. b. Economic development in the villages will have an impact on the city of Kodiak, and vice -a -verse. b. There is presently good cross -over for representation by the Chamber on the Borough's committee. Contact and sharing of information should be encouraged. C. Minutes of Chamber Economic Development Committee minutes can be distributed to the Borough and City, however it should be recognized that until acted on by the Chamber Board of Directors, they are not official Chamber positions. d. The open meeting law would not be of a particular concern, except that there would be a need to publicize the meeting dates/times and take public testimony occasionally. After preliminary review, it is not recommended at this time to seek Borough recognition. The present structure allows for maximum flexibility and for issues to be addressed in a timely manner. MARICULTURE PROPOSALS/RECOMMENDATION: Chris Blackburn MOVED, seconded by Gordon Gould to recommend to the Chamber Board, the support of the two salmon hatchery projects with Pillar Creek as the first priority and Little Kitoi tok., as the second.. The motion was unanimously approved. Val Rader MOVED, seconded by Blackburn to form a sub -committee to look further at the Red King Crab enhancement proposal with a focus to define the most cost effective research.
