MINUTES
CALL TO ORDER
The regular meeting of the Kodiak Island Borough Economic
Development Commision was called to order at 7:30 p.m. by
chairman Al Burch in the Borough Conference Room.

MINUTES
KEDC Meeting for 18 November '86 was canceled for lack of
quorum; one commissioner in attendance. Notes from the
21 October '86 worksession (in lieu of regular meeting due
to lack of quorum) were reviewed. Zharoff recommended the
commission approve the minutes of the last regular meeting
(date uncertain) which will be provided at the January
KEDC meeting.
V. OLD BUSINESS ...none...
VI. NEW BUSINESS
A. RES" MONTHLY MEETING. After discussion, it was
determined by consensus of the commissioners present
to establish the THIRD MONDAY of each month as the day
of regular KEDC meetings, except for holiday conflicts.
Therefore, the next two meetings will be scheduled for
January 26th, and February 23rd, respectively. Further,
staff will poll all commissioners on the Friday pre-
ceding the Monday meeting to ascertain attendance
sufficient for a quorum.
S. ELECTION OF OFFICERS. After discussion, it was agreed
unanimously by the commissioners present to defer elec-
tion of board officers until the January meeting to
allow full commission membership participation.
C. KIBEDC PLAN OF ACTION CY87. After discussion, it was
agreed by the commissioners present to defer action on
this matter until the January meeting for two reasons:
(1) To allow full commission membership input;
(2) To review Public Survey Summary (provided by
staff prior to next meeting)
VII. COMMENTS (The following is a synopsis of members comments
and related discussion)
Zharoff: Announced that the December Federal Register
included a notice that HUD has funding for major
projects; KANA has sent for RFP; this was FIRST
HUD statement for funding major economic develop-
ment projects.
KANA also working with the Administration for
Native Americans on securing funds from their
Biannual Grant for Native Youth Entrepreneur
programs.
About "value enhanced products"... last year the
commission just briefly looked at establishing
secondary processing units, assisting local
canneries; this was tied in with the cold storage
project and A.F.D.F. efforts.
Burch: "A surimi secondary processing machine has been
made available, plus a BADER 175 flatfish machine
under CS-Kl grant in conjunction with A.F.D.F."
Zharoff: Do you have dollar costs?
Burch: Not yet. The equipment is offered at NO CHARGE.
Zharoff: Money still required for installation and
transportation. EDC should include this topic in
plans.
Burch: [General comments on] AFDF-supported surimi
project at APS Kodiak plant... national and inter-
national seafood industry observing closely...
Davidson: Question to Burch re. Lower 48 markets for
surimi?
Burch: Six Kamoboko plants in full production now...
Jack Hendricks S Associates project is leasing a
Japanese factory "mother" ship; hiring American
trawlers to deliver to "mother"ship; fish will be
converted to surimi on -board and transported to
California... contracts call for delivery of 10,000
TONS. this is different from the normal joint
venture in that the American company retains
ownership of the product.
Davidson: That still doesn't help our community...
Burch: They're "Americanizing" the industry but factory
trawlers are still a BIG problem..."reflagging" is
not the only issue.
Neill: And domestic high seas processors and factory
trawlers dymp 80% of delivered harvest overboard
as fish waste... this eliminates potential shore -
side fish meal/fish oil processing industry.
From the KIB requested Pollock allocation for '88,
this would equal 64,000 metric tons of fish waste
or raw material for fish meal/fish oil processing.
Zharoff: The state mariculture association will attempt
to introduce legislation supporting all aspects of
commercial mariculture... needs support of groups
like KEDC. Presently only educational permits are
available for products other than oysters. Oysters
are the only legal mariculture product in Alaska.
Burch: Requested copies of proposed legislation from
Tim Ward, member of the board of the Alaska
Mariculture Association.
Ward: Will provide copies to all KEDC members; requests
KIB support for local mariculture projects and
the Kodiak Mariculture Association. The local
association projects include scallops, mussels,
and kelp,... hopefully oyster farming this coming
year.
Dupree: "Are the markets good?"
Ward 6 Zharoff: Many requests for all, ALL that can be
produced.
Zharoff: Requests support for village "Cottage" indus-
tries marketingi requests support for "re-Alaskan-
izing"(control) of sea mammal harvest, i.e., sea
otter, seal, etc. Procedures for establishing a
commission are being researched by Native American
Rights organization. Invites attention of EDC to
US Customs Service Notice in the Federal Register,
Vo1.51,No.2280 Applicatin for Recordation of Trade
Name: "Alaskan Seafood Co." by Arizona Corporation
..feels KIB should take some form of action, a
resolution,or letter of protest, or something...
Burch: "Is that in the form of a motion?"
Zharoff: "Sure"
Davidson: "I'll second that."
Burch: "Discussion? Hearing no discussion... Ready for
the question? Anyone Opposed? Passes unanimously!
Burch: Regarding the Alaska Marine Highway System, at
the Alaska State Chamber of Commerce, certain
members opposed any expenditures for new vessels;
however, ASCC passed resolutions supporting the
Marine Highway System.
Board consensus: system, maintenance, and expansion
vital to any Borough -wide economic development.
