1987-09-24 Work Sessioni Kodiak Island Borough WORK SESSION NOTES September 24, 1987 Present: Lonnie White, Presiding Alan Austerman Ann Barker Eric Blankenburg Ken Gregg Wayne Stevens and, Jerome Selby, Mayor Gaye Vaughan, Clerk Refuge Cabin Policy Draft policy handed out. To be reviewed at work session of act. 22. Assembly should review prior to that time. Bob Pederson will be attending in joint meeting of Citizens' Advisory Commision on Federal Areas in Alaska and the Alaska Land Use Council in Anchorage on Oct. 30. Fospital Site Work Bid Selby reviewed final grading and clearing plan. TFere is a 10 tt. hole to be filled. Trees to be stacked for firewood, as they could not make a deal for lumber credit. 5,000 cu. yds. of top soil will be stockpiled on site for future landscaping. 35,00 cu. yds. to fill hole to come from site. Approximately $5,000 has been spent on site investigation. Austerman felt more should be spent for a project this size to be sure what we're getting into. Bid opening has been postponed to mid -Oct. Entire site will be prepared. Building site will be dug to bed- rock and built up. Disposal of Clinic Site Andy Cristaldi has private party interested in o taming parcel adjacent to hospital for private clinic to be joined to hospital by covered walkway. If all plans and funding go smoothly, hospital could be built in 2-3 years. Hospital Board should review prior to preparing RFP. Original price of land was $400,000. Parcel for clinic has not been appraised. Assembly will meet with board on October 29. VFW Gravel Disposal VFW would like to trade rock to contractor in ex- change for rifle range development. It would cost $150,000 - 200,000 to develop. Felton would cover cost by sales of rock. Assembly was op- posed to suspending the borough's $.75lcu. yd. VFW should try to deal with Felton with this in mind. Economic Development Seed Funds Port Lions would like some funding for travel to Seward to pursue floating processor to come to Port Lions. Blankenburg felt policy should be written to itemize what can be consid- ered for funding. Several assemblymembers felt policy should be case by case. Austerman felt this request was out of the realm he envisioned for use of this money. Blankenburg noted that if this is so important to Port Lions, they should find themoney to do it. He also felt this would open the door to every good idea everyone comes up with. Barker was in favor and felt it is small price to pay for the benefit to Port Lions. White felt policy should be in match funding and Auster added that Economic Devel- opment Committee should review requests prior to assembly. -1- Assembly Work Sessicr �ptember 24, 1987 t Fish Expo Rece tion An Alaskan reception will be held at the Expo. All communities invo ve will be contributing and KIB has been requested to donate $500-1000. The assembly concurred with sending seafood and money to have it prepared properly. University of Alaska - Saltr Cove University has backed off somewhat on their request to o taro an around Saltry Cove, but they are still inter- ested in lake. They would like KIB to withdraw objections. Univ agreed to leave 200 ft. along creeks and 600 acres along coast. Assembly con- curred that recommendation #3 of draft letter should be amended for state to take responsibility of road, since UA intention is to use this site as revenue maker. Also to Include that KIB would have first right of refusal should UA ever relinquish. Packet review CIP and drug enforcement resolutions to be moved to public Baring, ea otter resolution to be amended to Include polar bears and walrus. Assembly need copies of Near Island Comp Plan. Tatco Settlement KIB and Safeco have tentatively settled and checks have gone out to undisputed claimants. As soon as releases are received re- maining funds will be released to Tatco, $75,000 of $160,000 liquated damages. One disputed claim for approximately $60,000 remains. New School Construction There is an $18,000 change order to Port Lions school for drainage under foundation. Construction is progressing. McFarland recommends rework of existing furnace in Larsen Bay instead of installing new furnace in addition. Further info will be in October 15 packet. -2-
