A. A.D.C. Conference Report
KIB was represented as a co-sponsor of the RDC conference held
at the Sheraton Hotel, Anchorage with 500+ in attendance --
international, national and statewide scope. Transcripts of
the 2 days of seminars will be received later. Kodiak had
excellent exposure at the exhibition. Mr. Burch reported an
excellent workshop on education focusing on more vocational
education at the elementary level, e.g. business and the real
world.

ROC has an open membership and is concerned with the develop-
ment of state resources. A fisheries development action plan
has been drafted in addition other industries of the state
such as timber, mining and minerals.
All legislators have received a copy of the RDC plan which
will be used as a yardstick of accomplishment of the governor
and legislature. Mr. Berestoff requested a copy of the RDC
plan for the Natives of Kodiak.
A great deal of interest was shown in the purpose and
development of the Fish Tech Center. In general many
municipalities have run into discouragements by the government
bodies.
Some regions hold statewide meetings to teach people with a
product how to market it --show estimated expenses and profits.
If they were able to convince the committee they could show a
profit, the committee would finance them
B. Economic Development Office Activity Report --Dec. 2, 1986 to
date.
This report will be given to the Assembly at the May meeting.
Phase I sets out economic development research to date, where
we are, where we are going, etc.
In reviewing the Borough OEDP plans, finding, and
recommendations for 1970 through 1980 including history,
economic development resources with commercial relationships,
and economic development resources received by the borough.
There does not seem to be any information from 1983 through
1985 in published form. This plan would place the borough in
the position that it may or may not adopt the role of bring
together and coordinating resources, developers, investors,
operators and the marketing distribution people.
Seafood together with support services is the primary industry
in this area. Tourism and beef cattle raising are secondary.
Development of the by-products of fisheries (fish waste), e.g.
high protein meal, fish protein concentrate and fish oil, all
of which have many and varied uses, must be encouraged. There
are now processing machines which can be adapted to particular
needs such as ours and are now available.
Cold storage warehousing is yet to be developed to serve local
needs. Mariculture and aquaculture is being developed by
private enterprise but is meeting some opposition from the
fishing fleet. Maritime marine service consisting of staging
areas, dock and transshipment services should be developed.
Such facilities are available in Seward, Homer and
Unalaska/Dutch Harbor while Kodiak's services are barely
adequate for their own fleet. Transient boats need to be
serviced adequately --make ours a friendly port.
SB 168 and HB 209 of the 15th Legislature call for a
boroughwide port authority legislation. The port authority
and port commission is not bound by the same restrictions as
the local government. The port authority can issue bonds and
can own warehouse and docks and provide incentives for getting
industry in here. The City of Kodiak would probably be
opposed to this while second class cities may be very
interested. Financial incentives would probably need to be
extended to private developers.
A final business opportunity is the recycling of approximately
92-95% of landfill waste to produce 50% burnable fuel similar
to coal. The wet content can be recycled into compost (with
no odor); also separates recyclable metal. One factor to
explore is whether the equipment can be modulized and placed
on a barge; the public or private developer could barge around
the island and dispose of refuse. It also has the
capabilities of burning the PCBs.
Mr. Neill will recommend to the Assembly direct me to explore,
define and present back to them the alternate strategies for
this port infrastructure development and operation including
catalyst role for the private sector. Must try to develop the
private/public joint venture operation.
Phase 3 called for an identification of corporations for
information we would need in a development requirement survey
for 1) processing or marketing of seafood products, 1)
processing or marketing of food additives, 3) processing or
marketing of animal foods, or 4) operation of national or
regional restaurant facilities.

A. KEDC's Plan of Action CY87
1. Planning Process. Reviewed the construction of the
plan of action. Goals and objectives must be set
then formulate plans to implement same.
Mr. Neill highlighted and stressed the MIS sections
to be studied and followed for successful completion
of the plan requested by the Assembly.
Recommendations will be sent back to the Assembly
for their action.

IX New Business
Minerals Management Service.
Mr. Burch explained that the oil companies and whaling
villages and whaling captains had set up a very satisfactory
dialogue and have worked very well together. He stated he
take any new ideas the commissioners might have back for
study. Prior OCS studies were reviewed. Mr. Burch said the
oil companies stated that Kodiak was by far the best group
they had ever dealt with. He said A Review of Coastal
Communities is now in book form and is highly recommended.
Copies will be made available.
Ms. Zharoff reviewed the status of KANA OEDP.
X Comments
A. KIB ECD Members
Moved and seconded to recommend to the Assembly that the KEDC
does not want the KEDC budget cut at all. Motion carried.
Mr. Neill was directed to put the recommendation with a
request that the office will continue in letter form and
forward to the Borough Assembly.
Ms. Zharoff stated she was surprised to see in the newspaper
the question of annexation of the land across Shelikof
Straits. She felt the Commission should have been made aware
of this if only as a policy matter. Mr. Neill stated that
subsequently the fisheries people and processing people had
been in contact with the Borough. Nonetheless it was felt the
Commission should have prior knowledge of such major policy
matters.
It was the concensus that Kodiak must do something to get some
of the shorebased business [money).
Mr. Neill will request Mr. Paul Fuhs to arrange a meeting in
Kodiak with this Commission re fisheries.
