1982-12-06 Regular MeetingParks and Recreation Committee - Minutes - December 6,-1982 The Parks and Recreation Committee met in their organizational meeting at 7:00 p.m. on December 6, 1982 in the Borough conference room. The following persons were in attendance: Ian Fulp, Dorothy Holm, Pat Szabo, Barbara Popken, Ed Apperson, Craig Johnson, Dave Herrnsteen, Phil Shealy and Stephanie Dochtermann. Jim Peotter and John Sevier were out of town and had requested to be excused and Phil Shealy noted that Bruce Maass announced iris resignation due to being transferred from the area. In the first matter of business Mayor Herrnsteen outlined his concerns regarding park and recreation needs including the need for neighborhood parks, bike trails, preservation of "unofficial" walking trails, ball diamonds, park dedication and the trade of land where desirable to promote these recreation opportunities. Other discussion centered around the ski area on Anton Larsen Road, the need for Borough and municipal support, the need for maintenance, a combination of resources and mutual aid. The committee reviewed Ord. #82-36-0 which amended the Borough Code and provided for the creation of the Parks and Recreation Committee. The committee then reviewed the proposed bylaws and upon a motion by Pat Szabo seconded by Dorothy Holm agreed unanimously to recommend the adoption of the bylaws and present them to the Assembly for their approval. Officers were then chosen with Craig Johnson being selected as chairman; Barbara Popken as vice chairman and Pat Szabo as secretary. Discussion then followed including suggestions by the members consisting of: 1) a map of potential areas where parks could be located including dimensions; 2) the need for a temporary tent city during the summer for cannery works; 3) need for a mini -park in densely populated areas such as Spruce Cape as well as a bike trail from East Elementary to Abercrombie as the first likely priority of the committee; 4) a meeting with the State Park Director especially as it pertains to mini -parks and bike trails; scheduled in Kodiak on December 15th with Craig Johnson designated to attend; 5). committee meetings to start at 6:30 p.m. and try to be over by 9:00 p.m.; 6) check with the Jaycees on the progress of their park development across from the sewer treatment plant; 7) request a presentation by Planning & Zoning as to why the park dedication ordinance was never passed by the Borough; 8) provide information on the proposed East Elementary to Abercrombie bike trail; 9) review and comment on the proposed 1983-88 Capital Improvement Program, particularly as it pertains to parks; 10) recommendation that a member be at the meeting for the pre- sentation of the schematics of the Junior High renovation to be held on December 3th; and 11) a map showing the beach access on Three Sisters Drive. The committee agreed that their next meeting would be scheduled on Tuesday, December 21, 1982 at 6:30 p.m. in the Borough conference room.
