MINUTES
Chairman, Bryce Weeks, called the Data Processing Steering Committee to
order on Tuesday, January 17, 1984, at 8:40 a.m. The following persons
were in attendance:
Phil Shealy Noreen Thompson
Bryce Weeks Marolyn Pedersen
Eileen Harland Joyce Healey
Joyce Healey distributed copies of the Kodiak Island Borough School
District computer study. Noreen wants to share the study with the
Borough Assembly and a letter to that affect will follow. One of
the recommendations discussed is to reorganize the Steering Committee
to include a member of the School Board and a member of the Borough
Assembly. The next meeting scheduled will be moved to noon so that
Mary Jo Simmons can attend. A three to five year plan was the next
recommendation and Noreen and Phil will work on Phase 1 of that plan.
The School District reported that the study was well received, but will
continue to study computerization carefully before implementing. Joyce
requested an in-house education porgram for late February for the admin-
istration, School Board members and Borough Assembly. Phil requested
that the study be shared with the City of Kodiak also and Noreen agreed.
The last item discussed was hiring a contractor to help with the conver-
sion and the transition to a new Data Processing Manager. Eileen re-
ported that Mike Sipe from Gene Matthews and Associates was available
to work one week in Kodiak and one week in Anchorage beginning January 19,
1984 at the cost of $50 per hour plus expenses. The Committee agreed to
hire him effective January 19.
There being no further business, the meeting adjourned at 9:15 a.m.

DATA PROCESSING AGREEMENT
The Kodiak Island Borough (herein after called Borough) and the Kodiak Island
Borough School District (herein after called District) agree to share the use
of the computer, microfilm and other data processing equipment and associated
software under the following terms and conditions:
1) MANAGEMENT:
a) The Data Processing Department is a department of the .Borough and as
such falls under the direction of the Borough Manager for supervision.
b) The Data Processing Manager is designated as the Chief Security Officer
of the system.
c) The Data Processing steering committee shall offer direction to the
Borough Manager and District Superintendent through monthly meetings.
2 ) TERMS:
The Borough shall normally pay all amounts upfront, and the School District
shall reimburse the borough for:
- One half of the operational budget of the Borough Data Processing
Department.
- All software purchased strictly for the District use.
- All equipment purchased strictly for District use.
3) BILLING PROCEDURE:
a) The Borough shall bill the District monthly for all charges incurred
that month under the provisions of item 'X above.
b) The Borough Finance Director and the District Business Manager shall
review the billing for completeness and accuracy and approve payment
accordingly.
c) Payment shall be through a non -cash adjustment to central treasury.
