The Computer Steering Committee was called to order on Wednesday,
December 23, 1981 at 10:00 a.m. in order to establish a policy
statement and review equipment needs for the near future. The
following persons were in attendance:
Bryce Weeks
Joyce Healey
Bileen Harland
Joyce Healey motioned that Bryce Weeks be Chairman and he accepted.
A General Policy Statement was then developed for the Computer
Steering Committee.
Joyce Healey requested that a new use agreement be drawn up at the
next meeting with a lease payback clause being included for the
equipment being leased by the Kodiak Island Borough School District.
Discussion was then turned to the present needs for more CRT's. A
recommendation was agreed upon that will be presented to the Kodiak
used in the Engineering Department. Until the time that a replacement
could e obtained, e Planning Department terminal would be lent to
the School District. The date it would be needed at the School District
is January 11, 1982. Also a IBM 5256-3 printer will be recommended for
the joint use of the Planning Department and the Engineering Department.
The committee agreed that all purchases in the future should be coordinated
thru the Data Processing Departement.
Future meetings will be held once a month with emergency meetings as
needed. The next meeting was scheduled for Thursday, January 14, 1982.
An agenda will be prepared by the Data Processing Department. The
Borough Manager and all interested parties will be invited to the next
meeting.
There being no further business, the meeting was adjourned at 11:00 a.m.

POLICY FOR THE COMPUTER STEERING COMMITTEE
Basic Function and Responsibilities
The committee is responsible for determining joint municipal objectives
of the Kodiak Island Borough and the Kodiak Island School District,
policies and goals in light of management informational needs to plan
and control the central data processing. Its basic functions are:
1. To establish an environment for defining the short and long-range
information requirements for each functional area of the organizations.
2. To provide an effective method for reviewing all requests for new
informational systems and changes to any existing systems.
3. To establish priorities on all approved systems projects.
4. To develop an understanding between all functional areas of the
organizations on the information requirements for each particular
area.
5. To provide the basis whereby the Committee is the one body which
will recommend action through the Manager and the Superintendent
to the elected bodies.
6. To promote the effectiveness of joint municipal central data
processing.
Composition
The committee is comprised of the Finance Officer of the Kodiak Island
Borough, Business Manager of the Kodiak Island Borough School District,
and Data Processing Systems Analyst. Executives of other areas and
divisions will become members as required.
