The organizational meeting of the Building and Zoning Permit Committee was called
to order at 12 o'clock noon in the Borough conference room on Thursday, December 15,
1983. The following persons were in attendance: Phil Anderson, Phil Shealy, Bryce
Gordon, Linda Freed, Jim Ramagli.a, John Sullivan, Herman Beukers, John Pugh and
Sam Gesko. Dave Crowe was absent in that he was out of town.
An initial discussion ensued regarding short term, medium and long term goals and
objectives ranging from a uniform set of codes and rules to combine in one location
physically to a totally combine operation. John Sullivan noted that the City uses
the 1982 Uniform Building Code whereas the Borough is still using the 1979 edition.
Phil Anderson requested that the Borough introduce an ordinance upgrading to the
1982 UBC.
After some additional discussion four basic problems were identified consisting of
1) two stops to get a building permit in the City including zoning compliance;
2) different codes used by the Borough and City; 3) lack of consistent zoning
inspection by the Borough; and 4), lack of qualified plumbing and electrical inspectors
by both agencies. John noted that complex projects were reviewed by an outside
agency.
Linda Freed noted that the Planning and Zoning Commission would review the need for
a site permit application and make a recommendation.
Phil Shealy requested the inspectors to address the codes and fees to determine
what the difference is between the City and Borough.
Linda Freed indicated that at the next meeting she intended to present a memorandum
of understanding clarifying the role between the City building inspector and the
Community Development Zoning enforcement for consideration.
It was agreed that the next meeting would be called on Friday, January 13, 1984
at noon in the conference room in that Phil Anderson would then be out of town for
several weeks.
The meeting adjourned at 1:00 p.m.
