KODIAK ISLAND BOROUGH PERSONNEL BOARD 14EETING

I. CALL TO ORDER
The meeting was called to order by Chairman Tom Simpler in the
Borough Assembly Chambers at 7:10 p.m.

III. MINUTES OF PREVIOUS MEETING - September 25, 1978
The minutes of the third quarterly meeting of September 25,
1978, were accepted and approved by all the Board members.
IV. CONSIDERATION OF COST OF LI
AND
Chairman Simpler read a letter from the Kodiak Island Borough
employees, requesting a 7% cost of living increase, dated
November 22, 1978. He then read a letter from the Personnel
Board to the Borough Assembly dated November 28, 1978, regarding
consideration of a cost of living adjustment increase for
Borough employees. Memorandum from Stu Denslow to the Personnel
Board dated December 5, 1978, regarding cost of living adjustment
data was read, along with news articles relating to current
cost of living trends. Letters from employees Rachael Clutter,
Susan Vaughan and Helen Lee requesting 9.6% cost of living
increase were read. These employees were out of town and unable
to attend the meeting. Discussion followed regarding the Consumer
Price Index information from the U.S. Department of Labor, Bureau
of Labor Statistics, which had not yet arrived in Kodiak. A
telephone call to that office had confirmed a 9.6% increase in
the Cost of Living Index in the Anchorage, Alaska area, and the
Borough was awaiting receipt of that information. It was stated
that for the first two months in 1978, there was a .8% increase
in the cost of living, for the next two months, a 1.9% increase,
for the next two months a 2.3% increase, and for the next two
months a 2.5% increase. During the first eight months of 1978,
the Anchorage Consumer Price Index increased 7.5% -- given the
same rate of increase for the remaining four months of 1978,
the annual increase would be 11-12% for the Anchorage area.
Dr. Denslow clarified that the employees' request for a 7%
Cost of Living Allowance increase was without the benefit of
the written information from the U.S. Department of Labor, and
that had the employees received the written information, they
would have utilized the 9.6% in lieu of the 78 increase request.
Mr. Parker moved to recommend a 9.6% Cost of Living increase for
the Borough Employees effective January 1, 1979, to the Borough
Assembly. Seconded by Mrs. Arndt. The motion passed by a unan-
imous roll call vote.

V. COMMENTS
Mr. Simpler stated that the Personnel Board would have an
opportunity to review Ordinance Number 78-24-0, dealing with
overtime/compensatory time.
Mr. Simpler also requested that the Personnel Board secretary
remain after the meeting to draft a letter to the Borough
Assembly regarding the cost of living allowance increase'.
A tentative agenda for attendance at Borough Assembly meetings
was set up as forlows:

Dr. Denslow stated that considerable dissatisfaction had been
expressed on the part of the employees with regard to the
current health insurance program, and that there was interest
in reevaluating the program. Mr. Simpler said that the Board
would be willing to call a special session or consider possible
changes in the health insurance program at a regular meeting.
Mr. Tarr moved that a discussion regarding personnel matters
be:restricted to the Board and the employee. Mrs. Arndt
seconded. Roll call vote: Arndt: Yes. Parker: No.
Simpler: Yes. Tarr: Yes. The motion carried.
Mr. Parker moved for an executive session dealing with a
personnel matter. Seconded by Mr. Tarr. Unanimous roll call
vote. The Board went into Executive session at 7:40 p.m.
8:55 p.m. reconvened.
Mr. Simpler reconvened the meeting. He stated that the Personnel
Board had gone into Executive session to discuss personnel. No
decisions were made.
VI. ADJOURNMENT
Mrs. Arndt moved for adjournment, Mr. Tarr seconded. Unanimous.
Meeting was adjourned at 8:57 p.m.
