1988-10-17 Regular MeetingI II III lU PERSONNEL ADVISORY BOARD REGULAR MEETING - OCTOBER 17, 1988 12:00 noon MINUTES CALL TO ORDER The Personnel Advisory Board, regular meeting of October 17, 1988, was called to order by Walter Sapp, Chairman at 12:12 p.m. in the Borough Conference Room. MINUTES OF PREVIOUS MEETING Staf Jerome Selby' Carrie Putman Karl Short Carol Bauder Perry Page Carol Snee Linda Freed Barbara Templeton Cathy Morrison Bryce Weeks Wayne Haerer Martin Lydick Mary Ann Weideman Gaye Vaughan The minutes of the July 11, 1988 regular meeting were approved and passed by unanimous voice vote. ITEMS OF BUSINESS A. Assistant Planner Job Description The new Assistant Planner job submitted by the Community Development Director was reviewed and revised by the Board. Pat Borger moved to accept the revised job description of the Assistant Planner. The motion was seconded and passed by unanimous voice vote. B. Compensation Study A memo received from the Finance Director regarding the Compensation Study was reviewed by the Committee. The Finance Director's suggestions were to change .the Fitiance Director's minimum qualification to five years experience, the Accountant position increased to at least four years experience, the Accounting Clerk's position increased to four -years experience and the day-to-day responsibility raised to an eight, and the Clerk/Cashier minimum required experience increased to four years. Walter Sapp stated that he thought all the employees' final comments were received, and the Board was ready to submit the study to the Assembly. Cathy Morrison said that she was under the impression that the employees were going to review the outcome of the study and make comments before it went before the Assembly for approval. Mr. Selby stated that the outcome of this work session was going to be the Compensation Study's final form. V. COMMENTS Linda Freed expressed her concern regarding the category in the rating system titled "Availability of Position on the Job Market." She asked if the availability of the job would be reviewed again to increase or decrease the pay range at the onset of an opening. She felt this category will skew the whole system, because the availability of jobs change continually in the job market. Ms. Freed suggested one way to handle that would be to allow the administration to have flexibility in the hiring practices --that being, setting a range for the position based on the criteria, the administrator having the ability to hire anyone at that range, and making a recommendation that the Personnel Manual be changed to affect that. The administrator then has the flexibility, if there is a demand for the position, to fill it at a higher level. Linda Freed pointed out her concern regarding the maximum level a department head can hire at. She indicated that when numerous individuals turn down a job because the salary is low, you will have to rerank the position according to availability, and using the Boards' formula you will rerank them higher because you will not have the option of hiring them over the Step D. Linda Freed stated that the Board should use the same ranking formula/scale for all employees and not separate the clerical from the managerial, as she had seen it done during the rating of the Assistant Planner position. Martin Lydick concurred with Linda Freed stating that the availability of a job does change all the time. Walter Sapp stated that he felt this item should be a special circumstance which should be brought before the Assembly for approval. Personnel Advisory Board 2 October 17, 1988 Wayne Haerer questioned the catagory in the rating system titled "Number of People Supervised". He asked whether he should have added his temporary employees in the Assessing Department as the Fire Chief had listed his volunteer firemen -who are only temporary help. Walter Sapp said that he was under the impression that all the jobs listed for this Compensation Study were permanent employees and that all employees should be listing supervision of permanent employees only. He stated that the Fire Chief's job description will be reviewed again. Gaye Vaughan said that she understood availability to mean the number of people in the state that could fill the position. She stated that her position was rated fairly low and there were only a few Clerks in the State. She also felt the Deputy Clerk position was rated too low. It is rated within the secretarial level, and she feels this position is a middle -management position. Mr. Sapp stated that the Board could not please every employee that pertained to this study. He pointed out that the Board is trying to come up with something that will fit the majority of employees within the curve being looked at. He said there is a certain amount of subjectivity in any report based on the information available at that time. Dan Millard stated that the study was to evaluate the positions and not the qualifications of the employee that is presently holding that position. Walter Sapp suggested scheduling another work session to review the scale again. A work session is scheduled for Wednesday, October 19 at the Kodiak Cafe from 7:00 - 9:00 a.m. IV.
