CALL TO ORDER The Personnel Advisory Board, Regular Meeting of April 13, 1987, was called to order by Marlys Buzby, Chairman at 7:18 p.m. in the Borough Conference Room. II. IIII MINUTES OF PREVIOUS MEETING The minutes of April 13, 1987 regular meeting were amended, and then approved by unanimous voice vote. IV. ITEM OF BUSINESS A. Personnel Compensation and Classification Study ( Mr. Selby stated that the staff had raised a fairly valid li concern on the method that Arthur Young used based on decision making. He said that this was mainly orientated to Administrative Decision making and some of the Borough Employees did not fit this basic assumption. Mental Health being the largest exception. He also added that the results of a questionnaire that he had sent around showed that a 7 It was decided that the Board would look over the Job Tasks and the Borough Job Descriptions before making any final decision on what to do with the Arthur Young Study. B. D.P. Manager's Salary Increase Mr. Selby stated that his recommendation would be not to do anything until the next meeting and take a look across the board at all the positions. Mr. Page stated that all he wanted to do was bring his position in line with other Department Heads. He said that Data Processing jobs here were hard to fill and other Alaska Boroughs have more personnel in their D.P. Departments. Pat Szabo stated that while they were trying to salvage the Arthur Young Study, she thought that the D.P. Manager's request for an increase in salary be put on hold for the time being. C. Job Descriptions 1. Economic Development Director 2. Switchboard Operator/Receptionist Mr. Selby stated that there was a need to develop new job descriptions for the Economic Development Director and Switchboard Operator/Receptionist, so that they can go before the Assembly and be amended into the Personnel Manual. The Board decided that these two job descriptions would be looked at with all the other borough employee job descriptions. D. Permanent Part -Time Employees Pat Szabo presented that plan that the committee had come up with to cover non -temporary part-time employees. The plan would give the part-time employees benefits for their scheduled work time. These benefits would be pro -rated using the full time employees benefits plan. The only exception being that the part-time employees would have to pay half of their insur- ance and if they work over 15 hours a week they have to take part in the PERS program. Mary McFarland moved that the plan go before the Assembly for approval. The motion was seconded and passed by a unanimous voice vote. Mr. Selby stated that it would be put into ordinance form. E. Review of All Job Descriptions This was discussed in Item C. IN In C c F. Reconsideration of Res. 86-90-R (RIP) Mr. Selby stated that this was for information only, that it had been passed at the last regular assembly meeting. G. Personnel Policy on Interaction with the Public Mr. Selby stated that there was a need to come up with a policy for dealing with the public. It was decided that Mary McFarland and Marlys Buzby would look at other companies and how they handle this situation before the board comes up with any plan. H. Closed Hearing: Citizen's Complaint Against Finance Director V. COMMENTS Several of the staff voiced concerns over the way the Arthur Young Study was done. They were displeased with the way that the Job Tasks had been shortened. VI.
