PERSONNEL ADVISORY BOARD
THIRD QUARTER MEETING -- July 14, 1986
7:15 p.m.
MINUTES
I. CALL TO ORDER
The Personnel Advisory Board, Regular Meeting of July 14, 1986, was
called to order by Marlys Buzby, Chairperson, at 7:23 p.m. in the
Borough conference room.

III. MINUTES OF PREVIOUS MEETING

Pat Larkin moved to approve the minutes of the May 19, 1986 regular
meeting with the following changes:
1) Under CALL TO ORDER, Acting Chairperson be changed to
Chairperson.
2) Under COMMENTS, last paragraph last sentence to read "She
stated that the advisory meetings are to be held quarter-
ly."
The motion was seconded and passed by unanimous voice vote.
IV. ITEM OF BUSINESS
A. Salary Survey.
Jerome stated that he had talked to both Price Waterhouse and
Arthur Young. He handed out additional information from Arthur
Young. He asked both of them for a final report example, and
they both declined on the basis that they couldn't really break
out something that made a whole lot of sense without breaking
confidentiality with clients. They were both willing to give a
list of some of their previous clients.
Pat Szabo asked if the purpose of the meeting tonight is to
choose one of these, learn more about them, or what.
Jerome answered it is mainly to see how the Board wants to
proceed. The group had been going kind of slow, because in
talking with the bidders and describing to them what we were
trying to do, it became clear the same words don't mean the
same thing to people in this particular field. He felt we need
to get commonality in proposals because a salary survey to one
group meant something different to another. He does think we
now have something fairly comparable from the two. He did
throw out one from a private consultant that was just two
pages and wasn't really responsive.
Marlys stated that it would be well worth it to have the two
companies make a presentation to the Board.
After discussion, Marlys said they could recommend that they be
invited to come.
Jerome said he would see if he could get them over here and how
soon they could come --one of the next two Mondays, the 21st or
the 28th of July.
V. COMMENTS
Marlys asked if the employee of the month poll was responded
to.
Jerome indicated some were received through the department
heads and changes talked about were implemented. As far as he
knows, the staff is fairly satisfied with the process at this
time.
Marlys stated it is still in evolving stages and nothing is
written down in concrete or granite and if staff sees a way to
improve it or make workable change, please let them know.
Jerome said some draft revisions of some pieces of the personnel
policy manual would be presented to the board. A few gliches
have been discovered, mainly omissions. Jerome said Ann Cusick
has volunteer to help flag gliches she has found from dealing
with the payroll end of personnel changes. Marlys said then
whatever happens here would have to go the assembly for their
approval or disapproval as a code change. Anne will also be
looking for items contradicting each other or aren't real
clear. She already knows of a couple that aren't real clear
and kind of contradictory.

VI. ADJOURNMENT
There being no further business before the Board, Marlys Buzby
adjourned the meeting at 8:00 p.m.
