CALL TO ORDER The Personnel Advisory Board, Regular Meeting of May 19, 1986, was called to order by Marlys Buzby, Acting Chairperson at 7:22 p.m. in the Borough Conference Room. II. ROLL CALL Present Absent Staff Marlys Buzby Kay Baker Perry Page Gena Lindquist Linda Freed Pat Larkin Pam Bogue Carrie Kindgren Jerome Selby Donna Coleman A quorum was established. MINUTES OF PREVIOUS MEETING The minutes of January 6, 1986 regular meeting were approved by unanimous voice vote. ITEM OF BUSINESS A. Salary Review Jerome stated that the Borough is interested in looking at the job employees are doing and comparing that for internal consistency, adding that the borough doesn't want one employee doing twice as much work as another and getting the same pay. That can then be compared to someone who works in Kenai, Juneau, Mat -Su Borough, or other places in Alaska to see if we are paying a comparable salary. He also added that staff has been asked to go through and identify their job duties beyond what the job description specifies. Marlys Buzby asked whether staff had been asked to indicate the amount of time spent on each duty. Jerome indicated that only duties within their job were asked to be identified. He stated that in talking to Arthur Young & Co., the firm would review each job description and interview each employee for additional duties not listed. They also have a survey form which each employee would have to complete. Marlys Buzby commented that if the borough selected the Personnel Advisory Board to perform the survey, it would be a lengthy process. She indicated getting a service like this would allow completion in a timely manner. Jerome stated that whatever firm the borough hires would meet with the Personnel Advisory Board, who would act as an advisory committee. Pat Larkin commented that she was surprised by the 12-week completion period Price Waterhouse quoted. She proposed a view of other completed surveys to get an idea of what the results indicated. Jerome stated that he would contact other businesses who have had this survey done before and get some comments. V. COMMENTS Linda Freed thought the salary survey was a very good idea, but felt that there would be a bias opinion if a Kodiak firm or committee inside the borough were to perform the survey. She suggested an outside firm do this review. Perry Page agreed with Ms. Freed's comment. He indicated that he had been involved with a salary survey before and it does bring jobs into line. Gene Lindquist agreed that an outside firm be hired for the survey. Marlys Buzby introduced the subject of Employee of the Month, asking if borough employee's thought it was working satisfactory or if there was anything that needed to be changed. Pam Bogue stated that she didn't know how selections were determined, questioning if the previous month nominees were eligible for the following months selection. Linda Freed stated that she didn't think employees knew the criteria. Personnel Advisory Board 2 May 19, 1986 Donna Coleman asked if department heads were eligible, suggesting that the department heads select the Employee of the Month. She stated that the department heads would have a better idea about who was performing well during that period after having a monthly meeting among themselves. She also asked if the same employee could be nominated the following month after receiving the award previously. She suggested that a poll be sent around the Borough to see how the employees feel about the procedure. Jerome stated that the nominees were held over each month, adding that procedures could be changed to a month -to -month basis. He also stated that an employee of the month could be nominated again the following month. He said that a poll would be circulated to get the employees' views. Marlys Buzby mentioned that anytime an employee would like to address the Personnel Advisory Board and set up a special meeting, they may do so at anytime by letting the Mayor know or by calling one of the advisory board members. She stated that the advisory meetings don't always have to be held quarterly. IV.
