I. CALL TO ORDER
The Personnel Advisory Board, Regular Meeting of January 6, 1986,
was called to order by Marlys Buzby, Acting Chairperson at 7:20 p.m.
in the Borough Conference Room.

The minutes of October 29, 1985 regular meeting were approved by
unanimous voice vote.
ITEMS OF BUSINESS
A. Review COLA Ordinance No. 86-1-0
A lengthly discussion was held concerning the various cost of
living allowances throughout other governmental agencies. Those
known were:
Federal retirees 3.1%
Social Security 3.1%
KIB School District teachers 3.7% + annual
Other KIBSD employees 2.9% + 28 annual
Hospital employees 1.4% + 5% annual
Due to the rise in cost of living in Kodiak during the past
year, Pat Larkin moved to recommend to the Assembly a 3.5 COLA
for 1986.
The motion was seconded and passed by unanimous voice vote.
IV. COMMENTS
Bob Pederson pointed out that he felt the Personnel Boards actions
on the changes in job classifications of the October 29, 1985
regular meeting were proper, but the means in which they did it were
not. He stated that according to his interpretation of the Personnel
Policies those items required assembly approval. Mayor Selby
pointed out that while changes in policy required Assembly approval,
administration of these policies are clearly the responsibility of
the Mayor. The job classification actions taken are specifically
described as an administrative action in the Personnel Policy
Manual.
Mayor Jerome Selby mentioned that it would be advisable if the
Personnel Advisory Board attended the Assembly meetings and gave
input on all Personnel Board recommendations. He stated that they
need to develop a rapport with the Assembly and advise the Assembly
concerning recommendations that are made so the Assembly understands
the rationale for the recommendations.
VII. ADJOURNMENT
There being no further business before the Board, Marlys Buzby
adjourned the meeting at 7:39 p.m.
