1985-10-29 Regular MeetingPERSONNEL ADVISORY BOARD REGULAR MEETING - OCTOBER 29, 1985 7:00 p.m. MINUTES I. CALL TO ORDER The Personnel Advisory Board, Regular Meeting of October 29, 1985, was called to order by Marlys Buzby, Acting Chairperson, at 7:06 p.m. in the Planning and Zoning Department. II. ROLL CALL Present Absent Staff Kay Baker Perry Page Laura Ibach Karl Short Marlys Buzby Jerome Selby Carrie Kindgren A quorum was established. III. ELECTION OF OFFICERS Election of Officers was postponed until the January 1986 quarterly meeting. IV. MINUTES OF PREVIOUS MEETING A. Laura Ibach moved to approve the minutes of the July 1, 1985 regular meeting. The motion was seconded and passed by unanimous voice vote. V. ITEMS OF BUSINESS A. Ordinance No. 85-31-0 amending KIB Code Secs: 2.16.130, 2.28.020, 4.40.090, 8.08.030 and 8.08.050. Laura Ibach moved to accept Ordinance No. 85-31-0 as amended and recommend approval to the Assembly. The motion was seconded and passed by unanimous voice vote. B. Recommended Changes in Data Processing Department Jerome Selby explained that the primary problem was that we had problems hiring a Programmer/Analyst at a grade 16. The Borough has advertised to replace the Programmer and found that we could not hire anyone at grade 16. Applicants were making that much, if not more in the lower 48. And hence the recommendation that the Board move it up to a grade 19.5. is Kay Baker moved to accept all recommendations of the Data processing Department, seconded by Laura ibach. Marlys Buzby called for discussion. Kay Baker commented that the positions o fthe iedData personProcessing Department should be upgraded to get Karl Short mentioned that the Kenai Peninsula Borough just did a statewide survey on Data Processing salares,and tfrom he their study, Kenai programmers were making approximately me grade recommended. He also stated that a grade a20or o that the21 would be more competitive within the state, stating cost of living is 35% higher in Kodiak. Kay Baker stated that the cost of living in other areas of the state could not compare to Kodiak. Changes in Job Titles and Job Descrictions Jerome Selby indicated that Perry Page has converted the Data Processing positions to computer Operator I, Computer Operator II, and an Operations Supervisor. Perry Page explained that it was difficult to find highly qualified applicants to fill the position with such a low pay grade. Rea1' nment of Department Pay Scale Mr. Page stated that to keep the pay scale in line with the added responsibility of scale technical in a highly the operations Supervisor should environment, the pay grade 13.0, and be set at grade 16.0. The Operator II at pay 4 the Operator I should stay the same at a grade 10. Motion passed by unanimous vote. Temporary Programmer Kay Baker moved to approve this temporary programmer Position with the stipulation that it become permanent. Laura Ibach seconded the motion. Motion was made to approve all the recommended changes within the Data Processing Department with an amended changandeato the position of Temporary Programmer. Motion passed by unanimous voice vote. 2 October 29, 1985 varsonnel Advisory Board I C. Moving Expenses Policy Jerome stated that what we are proposing, is to put back a moving expense policy into the Personnel Regulations Manual, which was deleted by the Assembly in 1983. He explained that what we are trying to do is give ourselves the flexibility so that if we do need to hire from out of town we have a way to get employees moved here. Local hire will continue to be used as much as is possible. Laura Ibach moved to place back in the Personnel Manual the draft for moving expenses. Motion passed and approved by unanimous voice vote. D. Review of Position Classifications Jerome stated that after looking at the whole of the position descriptions and pay range schedules, he recommend that four position changes be made. The Mayor's secretary which is currently a pay range 11, be increased to a 11.5 in recognition of the additional responsibilities as Purchasing Officer. Also recommended was that we downgrade the Engineer I, and Construction Inspector -Architect to a 19.5 and move Karl Short, Accountant up to a 19.5. which makes all of our second level managerial positions of all departments a 19.5. Karl Short stated that since he has been with the Borough starting as a grade 19, he has moved into a Supervisor position, attended school, become proficient with computers and has been helping several departments with their personal computers, which is not in his job description. He stated that a 20.5 would be fair. Second level positions do have a lot of responsibility when the department head is gone. He stated that in the Finance Director's absence, he signs checks, and makes investments. If you were to compare these positions with any other borough's or cities, we are not out of line with a 20.5. Jerome recommended the position as Clerk -Cashier stay at a grade 9. Because all of the entry level positions are at a grade 9. Also, recommended was that the Accounting Clerk I position be moved to a range 11. This is consistent with other departments where a two -range difference between entry level and the next position is maintained and the work load and responsibility of the Accounting Clerk merits a range 11 rating. He also stated that if the 19.5 vs. 20.5 is a more reasonable salary, he suggested to propose to move Karl Short and the Planning Associate to a 20.5 so that they are the same as the other secondary positions. Both positions have certain amounts of responsibility and work. Personnel Advisory Board 3 October 29, 1985 Kay Baker commented that a 20.5 sounded reasonable for the responsibility. Kay Baker moved to accept the Mayor and Mr. Short's recommendation. Seconded by Laura Ibach. Perry Page stated that if the second level managerial positions were to be a range 20.5, his Programmer/Analyst also be moved to a range 20.5 instead of the initially recommended 19.5. The motion included this change. Motion passed and approved by unanimous voice vote. VI. COMMENTS No comments were made. VII.
