I. CALL TO ORDER
The meeting was called to order by Chairman Frank Parker in the
School District Conference Room at 7:1S p.m..

III. MINUTES OF PREVIOUS MEETING
The minutes of the June 26, 1979 meeting was approved with corrections.
Carol Smothers requested the amendment to read in Section III: "The
minutes of the May 11, 19791. This was put in the form of a motion by
Mrs. Smothers, and motion carried by unanimous roll call vote.
IV. R VIEW OF ORDINANCE. #79-16-0 by Personnel Board, Administration and
Mental Health Center, per Borough Assembly Meeting of June 7, 1979.
Carol Smothers moved to resubmit Ordinance #79-16-0 with the addition
of the phrase:"Kodiak Island Mental Health Centernemployees" at the
end of the third paragraph of the original ordinace. Frank Parker
seconded the motion. Motion was carried by unanimous roll call vote.
Fare Delys-Baglien requested a letter of explanation to the Assembly be
included with the resubmitted Ordinance. She was concerned that the
Assembly had questions regarding the cost of inclusion in the retire-
ment system. The Mental Health Board and the Employees will make con-
tribution to the retirement system in the same ratio as the Borough is
currently doing. She reiterated that the Mental Health Center may
possibly be interested in participating in the group health insurance
plan currently in use by the Borough at a future date.
V. TITLE VII OF THE CIVIL RIGHTS ACT OF 1964 -- as amended by public law
95-555, regarding maternity coverage in health insurance program.
Laura Ibach, cashier for the Kodiak Island Borough, submitted a letter
to be read into the minutes. Mrs. Ibach's letter requested formal as-
surance from the Borough Assembly that the Kodiak Island Borough pro-
vide medical coverage for meternity as provided under Title VII amend-
ed by Public Law 95-555.
Letters from the Equi-Group Insurance Company and Richard Garnett were
read into the minutes as regards the subject matter.

Lorna Arndt moved that the Personnel Board recommend to the Boroug
Assembly that the present medical insurance plan be updated to in-
clude the maternity benefits as outlined in Title VII of the Civil
Rights Act of 1965 as amended by Public Law 95-555. Further, that
it be retroactive to October 31, 1978. Motion carried by unanimou
roll call vote.
Lorna Arndt moved that the Board recommend to the Assembly that
should the Equi-Group Healh Plan not cover Mrs. Ibach's maternity
costs that the K.I.B. pick up the expense at the equivilent benef
rate. Motion carried by unanimous roll call vote.
VI. DEFERRED COMPENSATION
The Personnel Board was unanimous in the opinion that this was an
excellent plan and that the employees of the Kodiak Island Borough
should have the opportunity to participate.

Mrs. Smothers moved that recommendation be made to the Borough Assembly
that the Kodiak Island Borough Employees be given the opportunity to
participate in the deferred compensation plan as outlined by Alaska Fed -
oral Savings and Loan Company. Motion carried by unanimous roll ca
vote.
VII. COMMENTS
The job descriptions for the general government of the Kodiak Island
Borough, specifically the descriptions for Data Processing Supervisor,
Administrative Assistant and O.C.S. Program Coordinator, were discussed.
Mr. Parker felt the descriptions were appropriate and should be resub-
mitted for Assembly approval. Mrs. Arndt expressed concern that the
Assembly may be worried about the financial aspect of the description
and that mention should be made that the Personnel Board does not parti-
cipate in the budgetary process and that the only concern of the Person-
nel Board is the actual job description. Mrs. Smothers agreed that the
descriptions were adequate for the positions as she understood them.
Mrs. Smothers moved that the job descriptions for Data Processing Super-
visor, Administrative Assistant and O.C.S. Program Coordinator be re-
submitted to the Assembly for approval and inclusion in the Kodiak Is-
land Borough Personnel Rules and Regulations. Motion carried by unani-
mous roll call vote.
,The board expressed concern over Mr. Halverson's absence from participa-
tion in the Personnel Board meetings. Mr. Parker felt that absence of
the members may be affecting the Board's ability to function at their
optimum level.
Request from the Board that the packets for meetings continue to be sent
by certified mail.

An employee expressed concern that the representative for the Per-
sonnel Board at the July 5, 1979 Assembly meeting, did not support
the recommendations by the Board to the Assembly to accept and in-
corporate the job descriptions as submitted.
It was pointed out that the financial and budgetary considerations
of the job descriptions was not a concern of the Personnel Board.
Mr. Parker stated that the Board's only concern was to submit des-
criptions for jobs within the general government that were appropri-
ate. The funds for these positions was the concern of the Assembly
and administration only.
VIII. ADJOURNMENT
Meeting was adjourned at 8:15 p.m..
