CALL TO ORDER The meeting was called to order by Chairman Tom Simpler in the Borough Conference Room at 6:00 p.m. II. ROLL CALL Present Lorna Arndt Harold Halverson Frank Parker, Jr. Tom Simpler Carol Smothers III. MINUTES OF PREVIOUS MEETING The minutes of the December 5, 1978 meeting were accepted and approved. IV. REORGANIZATION OF BOARD Mr. Simpler was renominated as Chairman and Mr. Parker as Vice - Chairman. Unanimous vote followed. V. RECO_MMENDATION TO BOROUGH ASSEMBLY OF 7% COST OF LIVING ALLOWANC AND PAYMENT BY BOROUGH OF 100% INDIVIDUAL AND 75% DEPENDENT HEALTH INSURANCE PREMIUM EFFECTIVE JANUARY 1, 1979. Motion: Mr. Parker moved the recommendation as stated. Mrs. Arnded Seconded. Passed with unanimous roll call vote. VI. FURTHER DISCUSSION OF MERIT PAY PER ORDINANCE No. 78-33-0. Discussion involved designating a portion of funds as possible merit pay, since merit pay allowance.requires an annual appro- priation for implementation. It was stated that it would be a service to the employees as well as the administration to have a fund to draw upon in this instance. VII. LETTER TO OWEN TARR REGARDING SERVICE It was decided to write a letter of appreciation to Owen Tarr for his service to the Personnel Advisory Board and the Citizens Advisory Committee on Personnel. EMI KI ER 2 S SECTION 21 OF KIB PAge'± 2 L RULES Discussion centered around the fact that it was somewhat cumbersome to handle the 5-day publication requirement for special meetings and work sessions and it was the consensus at the previous work session that this requirement should be reduced to 2 days notifi- cation. The 5-day required notice of regular meetings would not be changed. Motion: Mr. Parker moved that Chapter 2, Section 203 (I) be amended as follows: "Work sessions or special meetings may be called by either the chairman or two (2) members of the personnel board, giving Borough employees at least two (2) working days notice prior to the meeting." Mrs. Arndt seconded. Passed with unanimous roll call vote. AMENDING CHAPTER 2, SECTION 202 OF KIB PERSONNEL RULES AND REGULATIONS A letter had been received by the Borough from the Department of Housing and Urban Development which suggested that appointments to the Personnel Board be somewhat consistent with the overall minority population of the community. To bring the Personnel Rules and Regulations into conformity with that letter, it was suggested that the organization of the Personnel Board be amended. Motion: Mr. Parker moved that Chapter 2, Section 202 be amended as follows: "In appointing members to the personnel board, the Borough Assembly will take into consideration the recommendations made by Borough employees, the Borough Manager, any resident of the Borough and their own recom- mendations. Appointments should be somewhat consistent with the overall minority population of the community." Mrs. Smothers seconded. Passed with unanimous roll call vote. ORDINANCE NO. 78-24-0, RELATING TO OVERTIME PAY AND COMPENSATORY TIME FOR BOROUGH EMPLOYEES This matter was discussed at the work session in December, with no consensus reached. The Personnel Board will be asked for its recommendation at a work session with the Borough Assembly, scheduled to follow this meeting. Mr. Simpler read a letter from the Borough employees which stated their objection to the above ordinance. It was discussed that job descriptions should be changed to include job duties -- if the job descriptions were very clear as to what was expected of employees beyond a normal 40 hour work week, and the employee hired on knowing exactly what the expectation was - there shouldn't be a problem with overtime pay and compensatory time. KIB PERSONNEL BOARD MEETING January -11, 1979�1 Page 3 It was discussed that overtime would be included in an employees, pay if the expected duties are delineated; however if an employee is expected to work 40 hours, attend meetings and perform other duties which they might not be cognizant of, it would be a dis- service to the employee if he were not compensated. It was felt that if the job descriptions were cleaned up, the current ordinance would adequately allow for the provision of compensatory time and overtime pay. Motion: XI. SELECTION XII. March April May - COMMENTS Mr. Parker moved to recommend passage of the ordinance to the Borough Assembly. Mrs. Arndt seconded the motion. Failed with unanimous roll call vote. BOARD MEMBERS - Mr. Halverson - Mrs. Smothers Mr. Simpler 4CE AT ASSEMBLY MEETINGS - The employees informed the Personnel Board that a collective bargaining unit has been formed within the Borough employees, and that they had petitioned the State of Alaska for recognition. Mr. Simpler asked that members of the Personnel Board be provided with the State Labor Relations Act, so that the Board could familiarize itself with the Act. The Board will ask the Assembly to amend its agenda to provide for the first reading of Ordinance amending Chapter 2, Section 203 (I) and Chapter 2, Section 202 of the Personnel Rules and Regulations.
