I CALL TO ORDER
The meeting was called to order by Tom Simpler, acting in the
capacity of Chairman of the Personnel Policy Committee,in the
Borough Assembly Chambers at 6:04 P.M.

A quorum was established.
III ORGANIZATION
A. Chairman. Nominations were opened for the position of Chair-
man. Carol Smothers nominated Tom Simpler as Chairman and Lorna
Arndt seconded the nomination. Frank Parker nominated Carol
Smothers as Chairman with Tom Simpler seconding the motion.
Carol Smothers declined the appointment and with the concurrence
of the second, Frank Parker withdrew his nomination. Hearing no
further nominations, nominations were closed and Tom Simpler was
selected as Chairman by draft.
B. Vice -Chairman. Nominations were opened for the position of
Vice -Chairman. Frank Parker nominated Carol Smothers as Vice -
Chairman and Tom Simpler seconded the motion. Hearing no further
motions, nominations were closed. Carol Smothers was appointed
Vice -Chairman.
C. Secretary. Nominations were opened for the position of
Secretary. Lorna Arndt moved to nominate Kathy Graham as SecrE
tary to the Personnel Board. Frank Parker seconded the motion.
Hearing no further nominations, nominations were closed with
Kathy Graham appointed as Secretary.
Having concluded the elections of Chairman, Vice -Chairman and
Secretary, Lorna Arndt moved all nominations be closed. Fran
Parker seconded the motion. Hearing no opposition nominatio
were closed.
D. Organization and Duties of Personnel Board. Chairman Simpler
directed the attention of the Personnel Board to their respective
duties by reviewing Chapter 2 of the Personnel Rules and Regulations
which outlines the organization aid duties of their body.

As per the Personnel Rules and Regulations outline of organization,
the Personnel Board was noted to consist of three members holding
2-year seats, those members being: Lorna Arndt, Frank Parker, Jr.
and Tom Simpler; and two members holding 1-year seats, those mem-
bers being: Carol Smothers and Owen Tarr. The members of the
Personnel Board are open to and welcome any input by Borough em-
ployees regarding personnel matters. Their addresses and phone
numbers are available through the Secretary.
Procedure for excused absences was brought into the organization
discussion. Mr. Denslow, Borough Manager, advised that.Board of
the Borough Assembly's procedure for same, stating the upon notific
tion to the chairman or secretary for reason of absence, i.e. ill-
ness, travel or personal business, then that member was given an
excused absence from official meetings. Frank Parker moved that
the Personnel Board use the same procedural steps as the Borough
as pertains to excused and unexcused absences from offi-
onnel Board quarterly meetings. Motion was seconded b

In reviewing the duties of the Personnel Board it was noted that
all recommendations concerning additions, revision or deletions
to/from the Personnel Policy would come through the Personnel Board
Section 203(c) outlined that the Personnel Board would advise the
Assembly on matters concerning personnel administration in writing
after each official meeting, which could be handled by furnishing
the Assembly with written minutes of all public meetings.
Section 203(k) outlined the responsiblity of the Chairman to
appoint a Personnel Board member to attend regular monthly meetings
of the Assembly. Lorna Arndt volunteered to represent the Board
by attendance at the next Borough Assembly meeting.
BOROUGH EMPLOYEE AUTOMOBILE INSURANCE - ORDINANCE 78-4-0
Mr. Denslow informed the Board of the background leading up to Ordir
ance 78-4-0. The cost of automobile insurance as outlined'in the
Personnel Policy, Section 1207, was exorbitant. Due to this fact
legal counsel and the insurance agent were called together and as
a result of their meeting they have modified the requirements as
presented in the format of Ordinance 78-4-0. This ordinance
would change the reading of Section 1207(a), (b) and (d), leaving
(c) as is. The employee would be reimbursed for an increase in cost
of insurance due to these provisions upon producing a certificate
of insurance consistent with this coverage.. The change would raise
the general liability to $100,000/$300,000, less than that would
not be beneficial to the employee or the Borough. The Borough ad-
ministration proceeded with this action for first reading due to
the fact that the Personnel Board had not had their first meeting.
The ordinance is now up for finpl reading, public hearing and
adoption pending the Personnel Board's recommendation. Owen Tarr
moved to recommend adoption of Ordinance 78-4-0 as an alteration

V COST OF LIVING ADJUSTMENT
Mr. Denslow explained that cost of living adjustments were an
annual budget appropriation and usually considered about
January 1st, of each year. The percentage of adjustment is usually
measured by the level of compensation based on statistical stand-
ards of cost of living factors. The Borough Assembly assumed a
cost of living adjustment for Alaska to be approximately 7%
and budgeted accordingly. The administration provided the Board
with four substantive sources reflecting figures of 5.8%, 6.8%
and 7.2%. Ordinance 78-1-0, for 1978 cost of living adjustments,
is now up for second reading at the Borough Assembly's February 2nd
meeting. Mr. Parker commented that the lack of a cost of living
adjustment would mean a lower life style as an employee's career
developed. Alaska is in somewhat of a.slump when compared to
Seattle, which is figured at over 8%.
Frank Parker moved that the Personnel Board recommend to the
Borough Assembly an increase of cost of living at 6.8%. Lorna
Arndt seconded the motion. Discussion followed. Mr. Parker
stated that he felt that 6.8% was the most realistic figure.
Motion passed with a unanimous roll call vote.
VI COMPREHENSIVE MEDICAL INSURANCE COVERAGE FOR BOROUGH EMPLOYEES
Mr. Denslow informed the Board that a comprehensive medical in-
surance package was needed as part of implementing the Personnel
Policy ordinance. The Manager's Office has initially sent out
a number or requests to insurance companies and is now receiving
some response back, mainly for census reports so that the insur-
ance companies might evaluate our needs better. By the time of
the next Personnel Board meeting the hope is to have more infor-
mation available. The administration's hope is to be able to
set up and establish a complete medical insurance program to be
initiated in the next budget. The present insurance is sufficient
for the balance of the fiscal year. The next meeting of the
Personnel Board will hopefully provide the opportunity for the
Board members to review, evaluate and recommend a medical insurance
program for Kodiak Island Borough from proposals obtained. All
information would also be made available to Borough employees for
their evaluation and recommendation to the Personnel Board.
VII COMMENTS
Harry Milligan asked what would be the Personnel Board's public
hearing posture? Would they hold a public hearing or would it
go before the Borough Assembly for the Assembly's public hearing
process?
The Personnel Board responded to Mr. Milligan's question by stating
that their posture was to hear comments from all concerned at
any time. Comments would be welcomed in written or oral form.
Adequate notice would be given regarding forthcoming meetings to
encourage input. The Board would like to hear both side of an
issue for their consideration and recommendation to the Assembly.

The Personnel Board encourages communication from Kodiak Island
Borough employees at any time and especially relating to issues
to be brought up at meetings. The Secretary will have addresses
and phone numbers available for the Personnel Board members to
be reached for comments.
VIII NEXT MEETING
The Personnel Board is required to meet once a quarter, in which
case, the month of April will hold the next meeting. The April
meeting is anticipated to be sometime the early part of that month,
but still to be announced.

Having no further business the meeting was adjourned at 6:50 P.M.
