Minutes for June 20, 1977•
I. CALL TO ORDER.
The meeting was cBelled to order by Acting Chairman Frank Parker
at.7:15 p.m. in the Borough Conference Room.

A quorum was established. Also present was Harry Milligan,
Kodiak Island Borough Employee.
READING OF THE MINUTES.
The minutes of the previous meeting of June 8, 1977 were read
and approved as stated.
CONSIDERATION OF ASSIGNMENTS.
Frank Parker presented the subject of "Objective and Scope" by
reading his outline of subject matter for analysis by the committee
members. A statement of nondiscrimination will be added to the
written format as approved by the committee. Motion was made and
seconded to accept a statement of "Objective and Scope as Frank
resented it, including an addition of nondiscrimination
resented in written form at the next meeting and added
orkbook at that time. Lorna Arndt volunteered to type
The group next turned their attention to Wayne Coleman who led
the discussion on "Leave". He had contacted Fairbanks' Manager's
Assistant and found them quite happy with the combined annual/sick
leave policy. Fairbankshas had experience with this policy for
about the last 3-4 years and vertual.ly no employees disliked it.
The only bad point they had experienced was that once in awhile an
employee would come to work sick when they should have stayed home,
which was because they were saving their leave time for a longer
vacation. This did not happen very often though. Harry Milligan
joined the conversation, relating that from his past experience in
Anchorage and from an administrative standpoint, the combined annua
sick leave policy was good. Mr. Coleman will try to present a
statement on leaves at the next meeting.
Owen Tarr presented the topic of "Employee Development" which used
the same format as the City of Kodiak's statement of the same.

V. ASSIGNMENTS.
Using the City of Kodiak's Personnel Policy as a guideline to
assure the committee of providing a comprehensive personnel policy
statement, the remaining main topics to consider and provide
written drafts for are Position Classification, Salary Administra-
tion, Annual and Sick Leave, Holidays, and Special Provisions.
The Borough Manager will provide Job Descriptions. Frank Parker
decided to look over the subject matter of Salary Administration
to see if he might be able to prepare a document relating to that.
Tim Johnson has been assigned the section on Special Provisions,
and Wayne Coleman has the task of providing a statement dealing
with Leaves (including Holidays).
VI. COMMENTS.
The committee was advised that the Borough Assembly referred
the letter from the Personnel Policy Committee recommending the
Assembly consider adopting the Alaska Public Employee's Retirement
System to a work session on June 25th. At that time the Assembly
will further consider obtaining the servicesof the consulting
actuary of the Department of Administration to help them in the
evaluation process necessary for such an adoption.
The topic of insurance also came up during discussions. The commit
tee asked the Secretary to share the information on the State
Group Health Care and Life Insurance benefits (in booklet form)
with all employees should they want to pursue recommending
equal benefits within the policy. The topic of insurance comes
under the title of Salary Administration and during the preparation
of that statement the committee will need to state what level of
coverage will be provided to employees by the Kodiak Island Borough
with the approval of the Borough Assembly at the time of adoption
of the Personnel Policy.,
VII. NEXT MEETING.
The next meeting is scheduled for June 28, 1977, Tuesday, at
7:00 P.M. in the Borough Conference Room.
VIII. ADJOURNMENT.
There being no further business the meeting was adjourned at
8:30 P.M.
