I ') ,a I ,, The meeting was called to order by Chairman Tom Simpler at 7:06 p.m. in the Borough Conference Room. ATTENDANCE. Present Lorna Arndt Tom Simpler, Chairman Wayne Coleman Carol Smothers Frank Parker, Jr. Owen Tarr Harold Ward A quorum was established. READING OF THE MINUTES. The reading of the minutes of the previous meeting was not con- sidered. CONSIDERATION OF ASSIGNMENTS. Jumping right into the program at hand, Chairman Simpler presented• his changes of the draft for the Organization of the Personnel Board. He had incorporated the recommendations of the committee from the last meeting to meet their approval. Wayne Coleman moved to adopt the rewritten draft of "Organization of the Personnel Board" and incorporate it into a workbook of drafts for the Personn root seconded the motion. all were agreement Wayne Coleman presented his draft of the definitions of Borough personnel as they relate to the personnel policy. His draft also included some revisions discussed at the last meeting. Lorna Arndt made a motion to accept his draft as presented and to add it to the draft workbook. Carol Smothers seconded the motion, all were in agreement Frank Parker Recruitment, response was that the dra called the attention of the group to his draft of pointing out some minor revisions he had made. The also favorable regarding his draft t of "Recruitment" be added to the Lorna Arndt seconded the motion. Mr. Coleman moved workbook of draft The committee next discussed Mr. Parker's previous presentation of Grievance Procedures. In considering this, reference was made to the City of Kodiak's Personnel Policy. After completely rehashing this draft, Mr. Parker concluded that he would present the committee with a rewritten draft for Grievance Procedures incorporating the Committee's recommendations. Carol Smothers passed out her draft of Position Classification. With minor additions, Lorna Arndt moved to accept the "Position Classification" draft, adding it to the workbook statements. 0 CITIZEN ADVISORY COMMITTEE FOR PERSONNEL POLICY May 18, 1977 7 7 Page 2 Tarr seconded the motion. The committee's response was favorable. Definitions presented in the draft would be added to a definition page to form a glossary of terms. Lorna Arndt presented a draft on Selection. The committee made a thorough analysis of this document, simplifying it extensively. The main area of the document that came under heavy consideration was that portion dealing with "Probationary Period". A question was asked regarding whether the probationary period should be three (3) months or six (6) months. Motion was presented by Wayne Coleman and seconded by Carol Smothers to reword the document to state the requirement of a six month orobationary period. The committeet intent in extending the period to six ) months is only to allow for a longer evaluation period for all employees (supervisory personnel and others making all evaluation periods equal in length, but at the same time, allowing complete benefits to all probationary personnel. In other words, a probationary employee would be able to accumulate and use annual/ sick leave and such. The committee was also in agreement, recommendin that there be no salary penalty for such an employee. The adoption of this statement will in no way effect any present employees. Employee concern over promoted employees serving another probationary period was called to the attention of the committee. The conclusion was that "all new employees shall be subject to a six (6) month probationary period". The intent behind this statement is that all employees having permanent status and receiving promotion would not undergo another probationary period. Only new employees would serve a probationary review period. Lorna Arndt was asked to present a redraft of the Selection document taking into consideration the above mentioned recommendations. V. COMMENTS. Chairman Simpler confronted the group regarding the letter he is going to write to the Borough Assembly recommending adoption of the Alaska Public Retirement System. Some concern was expressed over whether or not the Borough Assembly would want to pay for employee service credit into the system for the past years of service by employees. The consensus of the group was that it was an option the Borough Assembly could consider,but,as of this date the Personnel Policy Committee's recommendation would be for the Borough Assembly to proceed with an actuary survey to determine the costs for providin@ such a service to the Kodiak Island Borough employees. The letter will be forthcoming. VI. ASSIGNMENTS. At the next meeting consideration will be given to redrafts of policy statements and those drafts not yet considered. The next meeting is scheduled for May 25, 1977, Wednesday, at 7:00 p.m. in the Borough Conference Room. VIII. ADJOURNMENT.
