1977-05-04 Regular MeetingCITIZEN ADVI$6RY' COMMIT'TOE FOR PERSONNEL POLICY Minutes for May 4, 1977. 11 II III IV u CALL TO ORDER. The meeting was called to order by Chairman Tom Simpler at 7:23 p.m. in the Borough Conference Room. ATTENDANCE. Lorna Arndt Wayne Coleman Stu Denslow (Ex Officio) Frank Parker, Jr. A quorum was established. READING OF THE MINUTES. Present ' Tom Simpler, Chairman Owen Tarr Harold Ward The minutes of the previous meeting of April 27, 1977, were read and approved as stated. COMMUNICATIONS. The Committee turned their attention to Mr. Denslow, Borough Manager, when he was asked to give a verbal report. Mr. Denslow reconfirmed the fact that the Personnel Policy Committee was not under any pressure of a deadline to accomplish their objective. He reported that he was glad to be of assistance in providing the Committee further information on the Alaska Public Retirement System from the State. In further discussion of the Alaska Public Retirement Sustem, it was found to be taylor-made for public in- stitutions and provided a supplement to the Social Security System, The Kodiak Island Borough could be eligible for such with modest procedures for qualifying and the timelines for qualification were considerably short. Mr. Denslow asked the Committee to consider their recommendations in terms of cost to the Borough also. The Alaska Public Retirement System could be provided to the Borough employees at a minimal cost. The Mental Health Center and Council on Alcoholism are two estab- lishments that are also without personnel policies and would like to benefit from such. Mr. Denslow reported that they too may want to take advantage of a retirement system and it would not be in conflict with their organization. The Hospital may also want to benefit from the policy fringe benefits, in which case, the door would be left open for them to participate in the program. Thought should also be given to Senior Citizens, even though they were basicly State funded, some backing was provided by the Borough. CONSIDERATION OF ASSIGNMENTS. Chairman Simpler turned the meeting over to Wayne Coleman for con- sideration of a past assignment of super -imposing Ketchikan's personnel policy outline with that of Chairman Simpler's, provided at an earlier date. CITIZEN ADVISORY May 4, 1977 Page 2 VI. COMMENTS COMMITTEE FOR PE4ON4EL POLIO Discussion led to the topic of Automobile Insurance. Concern was expressed over the fact that the Borough did not have liabilit insurance coverage for personnel operating their own vehicle for Borough business. The Borough is trying to be cost effective but yet provide answers to the legal and fiscal problem presented by such. In trying to provide a 'solution, three options were pre- sented but no conclusion was reached. The options were: 1) Leasing Employee's 2) Car Pool Owned by 3) Borough Pay Extra VII. ASSIGNMENTS. Vehicle. the Borough. Cost of Insurance Coverage. Each member of the Committee was assigned a portion of the City of Kodiak's personnel policy to read thoroughly, adding and/or subtracting thoughts to their assigned sections to provide a rougt draft of their considered topic. Assignments were as follows: Lorna ---------- Chapter 6, Pages 20-22 Wayne------- -Page 3,4, & 5 Tim ------------ Chapter 14, Pages 42-44 Frank ---------- Page 18, and 19 Tom ------------ Page 1, 2 and F & G on Page 3 Carol ---------- Chapter 3, Page 6, 7, and 8 Owen ----------- Chapter 8, Page 27-28 & Chapter 13, Page 40-41 Harold --------- Chapter 7, Page 23-26 The Committee members were also asked to think about forwarding information on the Alaska Public Retirement System to the Borough Assembly, recommending acceptance. VIII. MEETING SCHEDULE. The next meeting is scheduled for May 11, 1977, Wednesday, at 7:00 p.m. in the Borough Conference Room. IX. ADJOURNMENT.
