1977-04-27 Regular MeetingCITIZEN ADVISORY COMMITTEE FOR PERSONNEL POLICY Minutes for April 27, 1977. I. CALL TO ORDER. The meeting was called to order by Chairman Tom Simpler at 7:12 p.m. in the Borough Conference Room. II. ATTENDANCE. Present Lorna Arndt Carol Smothers Frank Parker Jr. Owen Tarr Tom Simpler Harold Ward A quorum was established. III. READING OF THE MINUTES. The minutes of the previous meeting of April 13, 1977, were read and approved as stated. IV. CONSIDERATION OF ASSIGNMENTS. Consideration was given to assignments made at the last meeting. Each member present compared outlines of the table of contents of their assigned municipality with the outline that Chairman Simpler had provided, taken mainly from the City of Kodiak's Personnel Policy, at an earlier date. Some different topics were noted such as a Bargaining Unit (aclarification statement), Re- instatement Policy which was noted in one municipality as a separate policy, Open Files allowing employees the right to examine their own personnel files, a different part-time employ- ment classification of Seasonal Employment providing more benefits then Temporary Employment, and Travel Allowances for inside and outside the Borough. V. COMMENTS. Chairman Simpler handed out copies of Personnel Board information as written in the City's Charter and personnel policy. He then asked the members to consider the information for addition or deletion in relation to writing the guidelines for a Personnel Board for the Borough. Regarding the establishing of a Personnel Board, the committee decided to formalize their stand. The roll call vote was un- animously in favor of establishing such a board. What direction will the Personnel Policy Committee take from here? Chairman Simpler stated the next step would be to take topics according to sequence as provided in the outline he submitted at the last meeting, noting additions per discussions at this meeting As each topic was considered the committee would try to provide a rough draft of the same. For a true filtering of ideas, each committee member was asked to familiarize themselves with their previously assigned documents so that no important points would be overlooked. Everyone was responsible for the municipality assigned to them at the April 13th meeting, and Harold Ward assuming responsiblity for Anchorage and Kenai studies. t VII. OBJECTIVE RATING CLASSIFICATION SYSTEM. Chairman Simpler mentioned that he had access to the City of Palmer's Objective Rating Classification System based on points. The committee agreed that they would like to look this information over for possible consideration. Carol Smothers also repliied. that she could provide a copy of the Federal Classification Evalu- ation System which was similar. The committee is anticipating reviewing both of these documents at the next meeting. VIII. MEETING SCHEDULE. The next meeting is scheduled for May 4, 1977, Wednesday, at. 7:00 p.m. in the Borough Conference Room. IX. ADJOURNMENT.
