CITIZEN ADVISORY COMMITTEE
FOR PERSONNEL POLICY
Minutes for April 13, 1977•
I. CALL TO ORDER.
The meeting was called to order by Chairman Tom Simpler at
7:07 p.m. in the Borough Conference Room.
II. ATTENDANCE.

A quorum was established.
III. READING OF THE MINUTES.
The minutes of the previous meeting of March 28, 1977, were read
and approved as stated.
IV. WELCOME.
A welcome was extended to the new members, J. Tim Johnson, Carol
Smuthers, and Owen Tarr, and introductions were made.
V. CORRESPONDENCE.
Chairman Simpler read the resignation of Mr. Robert Dunham. Motion
was presented to accept Mr. Dunham's resignation and was seconded.
Chairman Simpler requested that the Secretary send Mr. Dunham a
letter of appreciation for contributing his personal time for the
benefit of the Kodiak Island Borough and its employees.
VI. CONSIDERATION OF ASSIGNMENTS.
Discussion of assignments opened with Wayne Coleman. Mr. Coleman
briefly gave consideration to classifications of employment and
it was agreed by the committee members that this particular topic
would be among one of the last to consider in compiling the per-
sonnel policy statement.
Frank Parker presented a rough draft of Grievance Procedures, de-
fining a grievance and presenting steps of action for a person to
take for a controversy or dispute. Discussion followed regarding
some of the wording within the rough draft, calling for possible
rewording for clarification. Alsq what grievances could be taken
to level 4 (directly to the Borough Manager) without going through
level 1-3 was felt to need more defining. In reviewing grievance
procedures, step 6, Binding Arbitration, was still left up in the

air till further information could be obtained by the Borough
Manager.
VII. COMMENTS.
Chairman Simpler called attention to the committee members of
the need to establish parlimentary procedures for future meetings.
The committee decided the Chairman was to be considered a full
voting member and all tie votes would be brought up again at the
following meeting. The Chairman, though, would not be allowed to
make a motion or second it, but he could make a suggestion. A
quorum was established to be five (5) members. The discussion
lead to the decision that they would adhere to Roberts Rules of
Order when appropriate.
Job descriptions was another topic briefly discussed at the
meeting. The responsibility of providing job descriptions for
the personnel policy was left up to the Borough Manager. As an
aid in helping him, the committee decided to consider providing
guidelines to Mr. Denslow for developing such. To provide neces-
sary information, a questionaire for each employee to fill out was
one possible suggestion, after which, the Supervisor would consider
it,with the Borough Manager making final analysis.
At this point Borough Assemblyman, Murl Estes, commented to the
committee members present that he recommended that a good merit
system be written into the personnel policy allowing for a review
to be done on all employees in a probationary status before their
probation period was complete. This procedure would allow for the
employee to know where he/she stood and the employer to express
any satisfaction or dissatisfaction of employee production.
VIII. ASSIGNMENTS.
Chairman Simpler presented the Personnel Policy group with an
outline of subjects divided into sections with titles to be con-
sidered in compiling the personnel policy. He then asked each
member present to super -impose over his outline the table of
contents from an assigned municipality. Assignments were as fol-
lows:

VIII. ASSIGNMENTS (Continued)
For the new members, Chairman Simpler asked that they give some
consideration to topics that had been discussed in past meetings
such as a personnel board, maturnity leave, and all members were
asked to review annual/sick leave combination as presented in
the Fairbank's policy. These topics are some that decisions will
have to made on in the near future.
MEETING SCHEDULE.
The next meeting is scheduled for April 27, 1977, Wednesday, at
7:00 p.m. in the Borough Conference Room.
ADJOURNMENT.
There being no further business the meeting was adjourned at
8:40 p.m.
