1977-03-28 Regular Meetingl ,-) CITIZEN ADVISORY 'COMMITTEE FOR PERSONNEL POLICY Minutes for March 28, 1977. II III IV V. CALL TO ORDER. The meeting was called to order by Chairman Tom Simpler at 8:06 p.m. in the Borough Conference Room. ATTENDANCE. Present Lorna Arndt Tom Simpler Wayne Coleman Harold Ward Frank Parker, Jr. A quorum was established. READING OF THE MINUTES. The minutes of the previous meeting of March 16, 1977, were read and approved as stated. CONSIDERATION OF ASSIGNMENTS. Frank Parker presented an overall report of procedures for grievan, going into detail as to what were the standard policy procedures and also making recommendations as to possible changes that the Personnel Policy Committee might want to consider. It was noted that any grievance procedures presented would not preclude the right to due process of law by any employee. At the next meeting Mr. Parker will be presenting a grievance procedures plan in rough draft form with possible alternates that could be utilized. Lorna Arndt presented health insurance and retirement standards. The need to talk further with insurance representatives and be able to look into the Alaska Public Retirement System was expressed. The committee was informed that the Borough Manager was taking care of getting available materials and information on the Alaska Public Retirement System. Harold Ward reported on Employee Performance Evaluation. His dis- cussion covered the purposes, periods of evaluation, appeals pro- cedures and the need of a merrit system. Discussion also involved employee orientation classes and possible flexible anniversary date to allow for an additional period of time for an employee to bring their work up to standard. ASSIGNMENTS. QUESTIONS AND COMMENTS. During the discussion regarding grievance procedures the committe raised the question of whether or not it would be legal for a Personnel Board to serve as a binding arbitrator in a personnel decision. It was suggested that the Borough Manager's office check into the Charter as to the legalities of such. Workmen's Compensation was also a topic discussed by Lorna Arndt in reference to health insurance. The secretary was asked to check locally with the State Department of Labor and find out what their requirements were regarding Workmen's Comp. VII. PERSONNEL BOARD. Throughout the meeting reference was made to a Personnel Board. The consensus of the committee was to establish a Personnel Board and the decision was expressed to go on record stating such. One of the committee's objectives when putting together the personnel policy package will be to provide a policy statement for the mechanics of setting a Personnel Board up and granting authority to it within the policy. VIII. MEETING SCHEDULE. The next meeting is scheduled for April 13, 1977, Wednesday, at 7:00 p.m. in the Borough Conference Room. VI. ADJOURNMENT.
