1977-03-16 Regular MeetingCITIZEN ADVIAR,Y COMMZTTIE FOR PERSONNEL POLICY Minutes for March 16, 1977. I. CALL TO ORDER. The meeting was called to order by Chairman Tom Simpler at 7:00 p.m. in the Borough Conference Room. II. ATTENDANCE. Present Lorna Arndt Wayne Coleman Robert Dunham A quorum was established. III. READING OF THE MINUTES. Frank Parker, Jr. Tom Simpler Harold Ward The minutes of the previous meeting of March 2, 1977, were read and approved as stated. IV. CONSIDERATION OF ASSIGNMENTS. - Each member of the committee gave full consideration to discussing the subject of leaves. This involved considering all kinds of leaves such as: annual leave, sick leave, leave without pay, special leaves (jury duty, educational leave, etc.), maternity leaves and holidays. Chairman Simpler outlined the area of leaves suggested by the Community Action Council's personnel policy, studied in the past by Kodiak Island Borough. Comparisons were made with other municipal personnel policies to get a feel for composing a good comprehensive leave policy that would provide the best benefits for all Kodiak Island Borough employees. V. ASSIGNMENTS. After thoroughly considering the subject of leaves the committee members decided to present a comprehensive overall look at the main subjects that comprise a personnel policy. Each member volunteered to take one topic, researching and comparing it with other personnel policies they had for study to provide a complete outline and consideration of their assignment. ASSIGNMENTS (Continued). All main topics having been assigned, Chairman Simpler decided he would provide informational guidance and present a topic to be announced at the next meeting. VI. QUESTIONS AND COMMENTS. Chairman Simpler requested the Secretary to check into the standing of the Kodiak Island Borough Ordinance Number 74-9-0. His question had to do with whether or not the ordinance was Just a list of amendments made to an original Kodiak Island Borough Personnel Policy or was it the personnel policy. Another question presented for research had to do with applying for credit on annual and sick leave. Could an employee be advanced leave time in an emergency situation if they had not accumulated enough time already to allow for the time the em- ployee would be absent from work? This would allow an employee to apply the time off to a later period of time when the appropriate amount of leave time had been accumulated to cover the time off. The committee members also requested that Mr. Denslow contact the State of Alaska to gain information on the Alaska Public Retirement System, requesting brochures on same for each member of the Citizen Advisory Committee for Personnel Policy. Investigation of Title 9 of the Federal Statutes regarding maternity leave was also requested to be done by Mr. Denslow or the Secretary. This was requested in order to provide know- ledge as to what would be federally required of the personnel policy as regards maternity leave. VII. MEETING SCHEDULE. The next meeting was scheduled for March 28, 1977, Monday, at 8:00 p.m. in the Borough Conference Room. This date and time was chosen to allow the Borough Manager, Mr. Denslow, to meet with the committee and discuss job descriptions and other re- lated matters. VIII. ADJOURNMENT. There being no further business the meeting was adjourned at 9:25 p.m. ATTE T; Secretary
