FOR PERSONNEL POLICY
Minutes for March 2, 1977.
CALL TO ORDER.
Meeting was called to order by Chairman Tom Simpler at 7:05 p.m.
in the Borough Conference Room.

III. READING OF THE MINUTES.
Present

The previous meeting of February 15, 1977, minutes were read and
approved as stated.
IV. CORRESPONDENCE.
Chairman Simpler read the resignation from Mr. Roger E. Keel.
Motion was presented to accept Mr. Keel's resignation and was
seconded with the hope that the Borough Assembly would take note
that two committee members had now resigned and would 'now. take
action to appoint two replacements. It was suggested at this time
that possibly the Borough Assembly might also have alternate
committee members in mind should there be any future resignations.
V. CONSIDERATION OF ASSIGNMENTS.
Each member of the committee gave a report on different personnel
policies of Alaskan municipalities as assigned to them at the last
meeting of February 15, 1977• The personnel policies discussed
were those of Matanuska-Susitna Borough, Ketchikan Gateway Borough,
and City of Kodiak, Fairbanks North Star Borough, Kenai Peninsula
Borough, Bristol Bay Borough and the City and Borough of Sitka.
Observations were made that some of the personnel policies were
not complete, they left a lot undefined. Also, some did not in-
clude pay schedules or were without job descriptions. The Kenai
Peninsula Borough Personnel Policy was found to be more of a study
rather than an adopted personnel policy. Because of this conclusion
the Personnel Policy Committee requested the Secretary to try to
follow up the Kenai study by finding out what the outcome was and
what, if any, policy they had adopted.
VI. DISCUSSION.
Discussion followed as to which direction to head next in studying
policies. After studying the personnel policies at hand, the com-
mittee considered adopting one fairly comprehensive personnel policy
as a model format to help head in the right direction, using the
policy format to pick subjects from and study, evaluate and discuss
the chosen topic or topics at each meeting. Both the City of
Kodiak and the City and Borough of Sitka policies presented good
tables of contents in which to point discussion in the right
direction and may be considered in the upcoming studies of the
Personnel Policy Committee as outlines.
VII. ASSIGNMENT.
The advisory committee as a whole decided to take the area of
leaves under consideration at the next meeting. This would involve
considering all kinds of leaves (sick leave, annual leave, preg-
nancy leave, etc.) per each personnel policy document. Each mem-
ber of the committee is to analyze the area of leaves within the
policy document they previously studied, with the exception of
Mr. Parker. He decided to analyze Fairbank's policy because he
found Kenai to be incomplete. Chairman Simpler also decided to

take into consideration the current Kodiak Island Borough policy
plus his original assignment of Bristol Bay as it was a small
policy.
Chairman Simpler, as part of their assignment, encouraged the group
to familiarize themselves with all the policies that they had for
study to further the overall discussions.
VIII. COMMENTS.
Mr. Coleman asked that a writing board or something similar be pro-
vided at the next meeting so that a chart could be made up showing
t7-,e comparisons between different policies under study.
Members of the committee expressed the eventual need for job dis-
criptions for the Borough employees. The responsibility would be
mainly that of Mr. Danslow, ._.. "or providing job
descriptions. The committee expressed the hope that Mr. Denslow
could attend the next .sleeting to discuss the topic of job des-
criptions with thcm.
IX. MEETING SCHEDULE.
The next meeting of the committee was scheduled for March 16, 1977,
?Wednesday, at 7:CC p.m. in the Borough Conference Room.
