FOR PERSONNEL POLICY
Minutes for February 15, 1977.
I. CALL TO ORDER.
Meeting was called to order by Chairman Tom Simpler at 7:20 p.m.
in the Borough Conference Room.
II. ATTENDANCE.
Present

A quorum was established.
III. RESIGNATION.
Chairman Simpler read the resignation from Mr. Lutena Mulitalo.
Motion was presented to accept Mr. Mulitalo's resignation and
was seconded with the hope that the Borough Assembly would soon
be appointing a replacement.
IV. READING OF THE MINUTES.
The minutes of the previous meeting of January 26, 1977 were
read and approved as stated. It was again requested that all
minutes, including those of January 26th,be presented to the
Borough Assembly.
V. LETTER TO EMPLOYEES.
A letter to all the Kodiak Island Borough employees was dictated,
notifying them that the Citizen Advisory Committee for Personnel
Policy was now in operation. The letter identified the members
of the committee, their phone numbers and address, so that they
may be easily contacted by any Borough employee.
VI. COST OF LIVING ALLOWANCE. -
In order to do the best job possible in developing a comprehensive
Borough personnel policy, the committee members agreed that it will
take plenty of time to study and explore the various facets that
could be adopted into such a policy. Because of this, the members
mutually agreed that they support the Borough Manager's efforts in
providing a cost of living allowance for Borough employees now,
as the effect of this committee would take some time.

VII. SUMMARIZATION OF DIRECTION.
Chairman Simpler briefly summarized the direction to be taken
by this committee:
1) Consideration of personnel policies of other Alaskan
municipalities.
2) Community Input - input from employees, citizens,
resource people i.e. insurance people, etcetera.
Committee consensus supported the idea of subdividing topics
for each meeting for better organization and coverage of infor-
mation. Example: for one meeting all members would research facets
of insurance and then discuss at meeting. In order to do this
there is a definite need of an outline of topics that can be
considered.
VIII. POINT OF DEPARTURE.
As a point=of departure, different personnel policies of Alaskan
municipalities were assigned each member of the committee 'to study
and evaluate. Assignments are as follows:

Wayne Coleman --- Ketchikan Gateway Borough
Robert Dunham ---City of Kodiak
Roger Keel ------ Fairbanks North Star Borough
Frank Parker ---- Kenai Peninsula Borough
Tom Simpler ----- Bristol Bay Borough
Harold Ward ----- City and Borough of Sitka
As part of the assignment, each member is to be able to present
at the next meeting the following:
1) Brief summary (important points) of the document.
2) Identify labor relations of document (collective,
personnel policy, etc.).
3) Written outline of document (simple and brief).
IX. CONSIDERATION OF EMPLOYEES
A question was raised as to which employees would be involved
under the comprehensive personnel policy. Because of this question
a request was made that the committee be provided with a list of
all employee positions concerned under the comprehensive policy.

IX. CONSIDERATION OF EMPLOYEES (Continued)
Another question was raised as to how the document coming out
of this advisory committee would effect the nurses and other
employees within the hospital arrangement. Because of the lack
of an answer, a request was made to obtain copies of the contract
between the Kodiak Island Borough and the hospital employees.
X. MEETING SCHEDULE.
The next meeting of the committee was scheduled for March 2, 1977,
Wednesday, at 7:00 p.m. in the Borough Conference Room.
XI. ADJOURNMENT.
There was no further business so meeting adjourned at 9:15 p.m.
