1992-10-29 Regular Meeting0 yo7-6+% 63 MONASHKA BAY ROAD SERVICE DISTRICT MINUTES Meeting of October 29, 1992 I. Called to order at Bayside Firehouse at 7:15 p.m. H. Members present: Members absent: Roger Blackett, chairman Greg Razo, secretary Mark Withrow, vice-chairman Lou Dochterman Mitch Hull HI. Minutes of the January 22, 1992 meeting (the last meeting in which there was a quorum) and the agenda of this meeting were approved without additions or deletions. IV. Guests/Public Comment: Judy Nelson, Deputy Borough Clerk, discussed advisory board functions and ordinances. Dan Ogg, a resident of the district, emphasized the need to maintain a high priority for up -grading and paving our roads on the Borough Capital Improvement list. He also suggested that the Board should take action to obtain facts on the possibility of the road service district being annexed into the City of Kodiak. Bob Stott, Kara Tarrant, and Bryon Espinosa, Kodiak High School students, attended the meeting as a class assignment on observing a local government board. V. Old Business: Out -going members, Joel Wattum and Don Fox, who were in attendance, were thanked for their service on the Board by the chairman. Joel discussed some of the previous problems the Board had with the former contractor, Brechan Enterprises, during his term. He recommended that we continue wth the present contractor, A-K Construction, for road maintenance. Roger Blackett discussed present status of road work and provided budget and contract information to new members, Mark Withrow and Mitch Hull. VI. New Business: Motions were duly made and seconded in the election of officers for 1992-93: Roger Blackett was re-elected as chairman. Mark Withrow was elected as vice-chairman. Greg Razo was re-elected as secretary. Roger Blackett reviewed current status of the FY'93 budget and carry-over funds. He emphasized the need to continue building a budget reserve to off -set future reduction of state revenue sharing, increased road maintenance costs, increased costs of the Borough being passed onto the service districts (insurance and bonding r r this year), and to try to avoid having to increase taxes. We presently have a balance of about $36,000 which includes $11,092 of carry-over money from FY'92. Roger Blackett discussed the need to replace Lou Dochterman on the Board. Lou has been unable to attend any meetings in 1992 and will be unable to attend any fixture meetings. His commercial fishing activities require that he be absent from Kodiak most of the year. Upon a motion duly made by Mark Withrow and seconded by Mitch Hull; Lou Dochterman's position was declared vacant under section 4.15.040 of the Bylaws. Further, the Borough Clerk was directed to advertise and provide applications to interested persons within the service district for re -filling this position as soon as possible. Completed applications submitted by interested persons are to be reviewed by the Advisory Board at the next meeting for nomination of a person to the Borough Assembly. VII. Board Comments: Mitch Hull expressed the need for additional speed and children warning signs on the roads. He will check possible locations and determine the number of signs needed for discussion at the next meeting. The next meeting was scheduled for January 14, 1993, Thursday, at 7:00 p.m. at the Bayside Fire Department. VIII. The meeting was adjourned at 8:30 p.m. Submitted By: Roger F.
