1991-10-24 Regular MeetingMONASHKA BAY ROAD SERVICE DISTRICT MINUTES MEETING OF OCTOBER 24, 1991 I. The meeting was called to order at 7:15 p.m. at the Monashka Bay Fire Hall. Members present were: Members absent were: Dan Ogg Eric Blankenburg Don Fox Joel Wattum Roger Blackett Gregory Razo Lou Dochtermann II. Chairman Joel Wattum opened the meeting. Dan Ogg and Eric Blankenburg then generally instructed new board members on their responsibilities and informed regarding a typical annual agenda for the advisory board meetings. Outgoing board members were thanked for their participation and time in representing our segment of the community. New board members were encouraged to actively participate in making sure that the Kodiak Island Borough continued to be aware of our area's unique needs. The Chairman then opened up the meeting to public comments and general dialogue. Discussion ensued concerning the maintenance of the roads and the current state of the service area's budget. It was determined that a copy of the current road service contract with A-K Construction needed to be obtained and provided to all board members. Greg Razo was instructed to obtain a copy of the contract from the Borough. Likewise, the current year budget was not available to the board members. Consequently, Mr. Razo was also directed to request a copy of the budget from the Borough Clerk. Finally, the board did not have available the by-laws that relate to the Monashka Bay Road Service District Advisory Board. Mr. Razo was also asked to obtain these by-laws from the Borough. It was learned that Mr. Blackett had previously served on the very first road service area board for Monashka Bay. Mr. Blackett advised that during the history of the advisory board, previously, the board had chosen to use newsletters to inform citizens regarding events concerning the service area. It was discussed whether newsletters again be used with the new board. The consensus was that the use of newsletters was a good idea and that a newsletter should follow each meeting of the Monashka Bay Road Service District Advisory Board. III. The meeting then proceeded to the election of officers. Roger F. Blackett was nominated to be Chairman. Gregory P. Razo was nominated to be secretary. Each member was then unanimously elected to the office. Outgoing Chairman Joel Wattum was thanked for his participation during the previous year. IV. The meeting was then opened up to board member comments. It was noted that Jim Graham and A-K Construction were doing a very good job on the roads. A-K Construction employs Fred Turcott who is an experienced grader operator and is very familiar with our service area. Board members unanimously thought that Fred Turcott was an asset to the A-K Construction contract given his unique experience with our roads. Roger then suggested that the Service District Advisory Board look into possible federal and state funding for the roads in addition to those efforts made by the Kodiak Island Borough. There appears to be nothing to prevent the Monashka Bay Road Service District Advisory Board from engaging in independent lobbying efforts to improve our area's road system. The need for keeping the request for paving the area's road system as a Borough priority was then discussed. As the list of Borough priorities is again being reviewed, it was determined to be important that the Monashka Bay Road Service District Advisory Board contact the Borough Mayor to again request paving for the roads. The Board also requested to be informed from the Borough regarding the percentage of funding provided by the State of Alaska through the Borough directly to our service district. Mr. Razo was also requested to seek further details of the budgeting process and the budgeting formula from the Borough Financial Officer. The meeting then turned to specifics for planning road maintenance in the future. It was determined that within the constraints of available budget that there should be grading on the roads conducted at least every two months. It was further discussed that in the area of priorities, snow removal and sanding was the first priority. Grading was the second priority. A final priority was an overall effort to reach a fund reserve with the Service District's budget. V. The next meeting date was set for Wednesday, January 22, 1992, at 7:00 p.m. at the Bayside Fire Department. VI. The meeting was adjourned at 7:55 p.m. -ROGER F. BLACKETT Chairman
