Meeting of Monashka Ray Road Commission
Bill Swearingin called the meeting to order at 7:35 P.M.
Members Present : Bill Swearingin
Bill Ellsberry
Paul Stuhhe
Dan Ogg
Bill Swearingin was nominated and unanimously appointed
Chairman for 1986 "
Dan Ogg was nominated and unanimously appointed Secretary for
1986 .
OLD BUSINESS
Chairman Swearingin reported no Old Business
NEW BUSINESS
A . Resolution MBRD 86-1 : The Commission requests the
Borough to send all members of the MBRC the MBRD monthly
revenue reports and copies of letters usually sent to the
Chairman " moved by Paul Stubbe ; seconded by
Bill Ellsberry ; motion passed unanimously .
B. Resolution MBRD 86-2 : The members of the MBRC are
authorized to issue Purchase Orders in amounts not to exceed
Two Hundred Dollars ( $ 200.00 ) , moved by Bill
Swearingin ; seconded by Bill Ellsberry ; motion passed
unanimously "
C. Resolution MBRC 86-3 The next four regular meetings
will be held at 6:30 P.M. at the Bayside Fire Station on the
following dates : April 25 , 1986
May 30 , 1986
October 24 , 1986
January 2 , 1987
Each regular meeting will be advertised two weeks in
advance in the local paper ^ A newsletter will be sent to
each property owner after each regular meeting " moved
by Bill Ellsberry ; seconded by Dan Ogg ; motion passed
unanimously "
D. Resolution MBRD 86-4 : The Chairman of the MBRC
has the authority to call emergency meetings of the
Commission . moved by Bill Swearingin : seconded by Paul
Stubhe ; motion passed unanimously ^
E. Resolution MBRD 86-5 : The MBRC recomends site 7a in
response to Kodiak Island Borough questionaire concerning
potential future parks in Monashk:a Day . moved by Bill
Ellsberry ; seconded by Paul Stubbe ; motion passed
unanimously .
F. Resolution MBRD 86-6 The MBRC authorizes the
Chairman to seek estimates from Brechan Inc. for the
installation of three culverts ( two on Marmot Drive and one
on Mt. View ) and the cost of blasting on the curve and hill
of Three Sisters Road . moved by Paul Stubbe ; seconded
by Dan Ogg ; motion passed unanimously .
G. Resolution MBRD 86-7 : The MBRC will hold a Special
Meeting on January 24 , 1986 at 6:30 P.M. at the Bayside Fire
Station to discuss and possibly accept the Brechan estimate
for culverts and or blasting . moved by Dan Ogg ;
seconded by Paul Stubbe ; motion passed unanimously
H . Resolution MBRD 86-8 The MBRC adopts a speed limit
of fifteen miles per hour ( 15 MPH } on all roads in the
district except the State Highway The Chairman is
authorized to have Brechan Inc. install three 15 MPH speed
limit signs ; one each to be placed within one hundred yards
of the entrance of Three Sisters Road , Mt. View Road , and
Marmot Drive respectively . moved by Paul Stubbe
seconded by Dan Ogg ; motion passed unanimously .

A. letter from Linda Freed to State of Alaska .
The population for the MBRD was 245 in 1982 and
was 260 in 1985 .
B. letter from Brechan Inc. concerning paving of roads .
Brechan estimated that to pave the service district
roads would cost approximately a .little under two
hundred thousand dollars per mile .
The MBRC decided to gather more information on
paving options such as ; lengths of roads ,
possibilities of state grants or borough grants ,
doing paving a little at a time each year , and the
sentiment of the property owners .
C. The MBRC discussed the possibility of authorizing a
stipend to members for regular meetings attended . Dan
Ogg was asked to look: into the possibility of members
being eligible for PERS medical retirement if the members
were authorized to recieve stipends .
D. Linda Freed asked that the residents be made aware that
the Borough's Junk Removal Program was still in existence
and that the residents should take advantage of it as it
is free .
