1975-07-22 Regular MeetingKODIAK ISLAND BOROUGH POv 'p1JM04, U= 2 USA76 Kodiak Bicentennial Committee Meeting July 22, 1975 CALL TO ORDER The meeting was called to order by Chairman, Hal Lincoln, at 3: 20 p.m. in the conference room of the Kodiak Island Borough Office Building. II ROLL CALL PRESENT ABSENT Hal Lincoln, Chairman Allen Taylor Eunice Neseth Gil Jarvela Lucy McIver Jean Rhines Margaret Childs Father Kreta Liana James IV NEW BUSINESS A. There were no comments on the minutes of the previous meeting. B. Mr. Lincoln stated that he had lunch with Allen Taylor and talked about a subcommittee for the Museum project. He asked the committee if they approved of the appointment of Lucy McIver and Allen Taylor as Co -Chairmen of the committee and they appoint their own members. The committee agreed with his recommendation. Hal further mentioned that the Bicentennial Committee should be aware of what the subcommittee is doing from time to time. C. The next meeting of the Bicentennial Committee was scheduled for August 5, 1975 at 3:00 p.m. D. Senior Citizen's Medallion contest - Mr. Lincoln suggested that a letter be sent to the Senior Citizen's thanking them of their effort in the contest. The winner of the contest was Joan Cross, Eve Taylor was second place winner. The Senior Citizen's will have to be asked about the possibility of making up the medallion for the Kodiak people. E. Larsen Bay Church Matching Grant Proposal - Mr. Lincoln stated that when he first talked to Steve Cole, he didn't realize that it would KODIAK ISLAND BOROUGH Bicentennial Committee Minutes Page 2 be the building of a church that the villagers wanted, he thought it would be a building to house relics, etc. Mrs. Childs asked if the Bicentennial Committee is authorized to promote this type of project. Mr. Lincoln stated that religion is history and Bicentennial is supporting religious related projects all over.. Mrs. Childs stated that this Committee would be opening itself up to other church proposals and maybe setting a precedence. Mr. Lincoln suggested that the grant be rewritten. Mrs. Childs suggested that the villagers build the church and the Bicentennial Committee provide personnel who can identify the relics, etc, and show them how to preserve them. Mrs. James stated that since this is a Russian Church and that is part of our Alaska history and heritage, this does fit in with one of the Bicentennial themes. Mrs. McIver stated that when the musuem proposal was drawn up, Father Kreta had some correspondence from the Library of Congress in which they stated after research requested by Father Kreta on the history of the Russian Orthodox Church, that it has been neglected more than anything with the history of the United States. Mrs. Lucy McIver moved that the Bicentennial Committee endorse this proposal. Seconded by Mrs. James. Motion passed on the following roll call vote: Mr. Lincoln - YES, Mrs. McIver - YES, Mrs. Neseth - YES, Mrs. Childs NO, and Mrs. James - YES. Mr. Lincoln stated that a letter should be written to the State Bicentennial Commission endorsing this proposal, Mrs. Childs stated that if this project is endorsed by the State Bicentennial Commission, she will support it also. F. Mrs. McIver stated that she had written a letter that she has suggested be sent to the local merchants for fund raising for the special "Ram" performance to be held for the museum, and wanted to know if this was acceptable to the Committee. The committee approved of the letter, and the staff was instructed to write it up and mail out to the local merchants. G. Mr. Lincoln stated that a letter should be mailed to the State Bicentennial Commission (each member individually) endorsing the Museum proposal, and a copy of the proposal should be sent along with it. Mrs. McIver read a letter from the National Trust Advisory on the historical value of the lots around the Museum and also the negotiations going on with Standard Oil Company of California on the preservation of the property around their warehouse. Mrs. McIver stated that she had talked with the City Manager and that ASHA would be willing to give up the property around the Museum to the City of Kodiak, but HUD is persistant on getting the money they put into the three lots around the museum. Mrs. McIver will be drafting up a letter to HUD for the City to send on the acquisition of the lots. V ADJOURNMENT The meeting was adjourned at 4: 15 p.m.
