1975-05-29 Regular MeetingBICENTENNIAL COMMITTEE MEETING - May 29, 1975 N!1il N • C � i The meeting was called to order at 3:20 p.m. in the Conference Room of the Borough Office Building. II. PRESENT: Hal Lincoln, Al Taylor, Gil Jarvella Also present: Lucy McIver, Historical Society, Eunice Neseth, Museum, Father Kreta, Russian Church and Will Gariss, Borough Planner. Copies of the Preliminary Proposal for the Kodiak Heritage Museum and Archive Center were handed out and an explanation given on the background of the proposal. Al Taylor, in explaining the proposal, stated that it was a very strong case for the museum. The question remains of how to obtain funding. Hal Lincoln reported that the bill authorizing Bicentennial funds is still pending in Congress. Other states are trying to get funding from other sources. He also stated that Bicentennial is something that the National Committee now sees as lasting longer than originally anticipated - for another 13 years. Theoretically, funding is to end in 1977, and he read a letter received from Congressman Don Young regarding Bicen- tennial funding at the Federal level. Concerning.the land for the museum a letter was read from Tolbert Elliott, Executive Director of ASHA asking for a development plan for the lots. Another letter, from Rodger Riddell, Director of HUD in Anchorage commented on the value of the lots and suggested the City purchase them for the museum. It is believed that if HUD and ASHA agree to the Preliminary Proposal, a fair market value could be set for an agreed upon renumeration. A motion was made by Gil Jarvella that the Bicentennial Committee accept the Preliminary Proposal as revised by the Historical Society and that a resolution be submitted to the Borough Assembly for their acceptance and forwarding to the City. Al Taylor second- ed the motion. Passed unanimously. Will Gariss suggested that Norma Holt be asked to form the resolu- tion for the Assembly. And Hal Lincoln said that a cover letter should go with the Proposal to the City giving the background of the Meeting House designation, and its consistancy within the Bi- centennial theme. Father Kreta mentioned that the letter should state that the Museum has the full backing of the Alaska Diocese of the Russian Orthodox Church. Norma will also be asked to write this letter. '-! BICENTENNIAL COMMITTEE MEETING - May 29, 1975 Page 2 Hal Lincoln then brought up the subject of the two grant applica- tions which had been received since the last meeting. The first from the Kodiak Area Chamber of Commerce, Inc. for the Kodiak Slide Show Panorama. Hal Lincoln then gave some background in- formation on the project as he had been involved with it through Glacier State. Al Taylor made a motion that the grant application for the Slide Show as received from the Chamber of Commerce be accepted and forwarded with an endorsement to the State ARBC. Hal Lincoln seconded the motion. Passed unanimously. Norma Holt will be asked to attach a cover letter to the ARBC along with the pro- posal showing Hall endorsement by the Committee. The second application for a Bicentennial Grant was received from the Kodiak Jaycees. This application had been returned for the Committee's approval and endorsement. It was understood that full endorsement of this project by the Committee will not curtail funds for other projects. Al Taylor made the motion to resubmit the Kodiak Jaycee application for a matching grant to the State ARBC along with a full endorsement. Gil Jarvella seconded the motion. Passed unanimously. Gil Jarvella will check with Sherry to make sure that all the necessary paperwork is included from the Jaycees. Norma Holt will be asked to prepare a cover letter to the State ARBC showing full endorsement by the Committee. Hal Lincoln next discussed Town 76 Meetings. These are 3 day semi- nars to involve people within the community with the Bicentennial. He read a letter from Fred Grunner. The approximate cost would be $2,600. Some other communities within Alaska are planning on spon- soring these seminars. The seminars are generally funded within the community or by the Bicentennial Committee. (Town 76 Meetings have just received Federal Bicentennial endorsement.) Hal Lincoln will try to obtain more information on this for the Committee. Al Taylor requested Norma Holt be asked to call Yvonne Alford, Executive Secretary for the Anchorage Bicentennial Commission to try and obtain the rules for the Senior Citizens Medallion Contest. Hal Lincoln read a letter from Mrs. Beaty Langres of the State ARBC, regarding a Spirit of 76 trophy from the State Commission. Al Taylor made a motion to ask the state for a Bicentennial trophy that could be presented at the Fourth of July parade. Hal Lincoln seconded the motion. Passed unanimously. Norma Holt will be asked to write a letter to Beaty Langnes requesting the trophy. BICENTENNIAL COMMITTEE MEETING - May 29, 1975 Page 3 Hal Lincoln read a letter from the State ARBC requesting the input for the State Bicentennial Calendar of Events. This must be done and sent to the state by June 15th. Al Taylor volunteered to do this. An article will be prepared for the Mirror requesting help from local groups. Also, the Chamber will be asked to help in the preparation of the Calendar. A discussion was held as to what to do with the News Releases which are coming in almost daily. Al Taylor made a motion that they be sent directly to the Mirror. Hal Lincoln seconded. Passed unanimously. Norma. Holt will be asked to send a cover letter with the first releases when they are sent. Hal Lincoln related that information was also coming in daily about Bicentennial items for resale. There are two facets to this: Items which may be bought and sold by retailers and items which must be purchased through the Committee. Al Taylor suggested that the Senior Citizens could act as agents for the Committee and approach retail merchants in the sale of these items. A working fund could be established this way to purchase Bicentennial plaques, etc. for use by the Committee. The Senior Citizens would also benefit from these sales. Al Taylor made a motion that the Senior Citizens be asked to be agents for the Kodiak Bicentennial Comnittee and dis- tribute information regarding Bicentennial commemorative items to merchants. Gil Jarvella seconded. Passed unanimously. Hal Lincoln and Al Taylor will meet with Dennis Murray at lunch next week to dis- cuss the possibilities and guidelines of this. Hal Lincoln then asked Father Kreta to check with the women's church group on their idea for a Russian Bicentennial Cookbook. Gil Jarvella mentioned that the items appearing on the calendar of events for the State would not have to be timed certain, but could give an approximate date. At this point only the regular commdttee members remained and Hal Lincoln brought up the subject of the urgent need for more active Committee members. It was suggested that Lucy McIver, Father Kreta, Connie Chya and Dennis Murray be asked to join an enlarged Bicenten- nial Committee. Al Taylor made a motion that the above persons be asked to serve on the Kodiak Island Borough Bicentennial Committee. Gil Jarvella seconded the motion. Passed unanimously. Norma. Holt will be asked to send out a letter to those people asking them if they would be willing to serve on the Committee. III. ADJOURNMENT Meeting adjourned at 5 P.M.
